MINUTES Board of Directors Meeting Douglas Public Facility Municipal Property Corporation Tuesday, October 20, 2020, at 5:30 p.m. at Douglas Golf Course 1372 Fairway Drive Douglas, AZ 85607 1. Call to Order Meeting was called to order by Mr. Selchow at 5:28 pm 2. Roll Call Board Members present were: Bosco Selchow, Ruben and Manny Robles, Francisco “Tachi” Durazo, Kevin Alvarado were present. David Arzate was excused and Nick Forsythe was absent. City Official(s) present was Juan Pablo Flores, Douglas City Attorney. 3. Persons wishing to address the committee in writing or verbally on any item not on the agenda. (NONE) 4. Approval of Minutes for the Douglas Public Facility Municipal Property Corporation (MPC) for board meeting held on August 18 and 25, 2020. No meetings were held in February 2020, April 2020, June 2020 or September 2020. After a brief request by the Chair to correct minutes to reflect Bob Barnes offered to help with #9 green, a and also on the 8/18 minutes need to correct green #6 to accurately reflect #9 by Tachi Durazo. A motion was made by Tachi Durazo and seconded by Ruben Robles to approve both meeting minutes with corrections as noted, and the Board approved these unanimously. 5. Report on Balance Sheet and/or Bank Balance(s) update/report on current months for the Douglas Public Facility Municipal Property Corporation, as well as discussion/presentation on the MPC Golf subsidy (if report is available). Bank balance was reported by Kevin Alvarado about $23,495 reflecting the recent payroll made. Bosco Selchow reported that the subsidy numbers are currently not available and would likely be at a later date. 1 6. Discussion/Presentation/Direction and possible decision regarding the proposed 2020/2021 budget for the Douglas Public Facility Municipal Property Corporation (MPC). The budget proposal was presented and Bosco Selchow thanked David Arzate for his preparation work. Tachi Durazo correctly noted payroll expenses reflect the $1,500 biweekly salary of greenskeeper. DOC labor was briefly discussed as to the subsidy accounting for that once it comes back into operation. A motion was made by Tachi Durazo and seconded by Kevin Alvarado to approve the proposed 2020/2021 budget for the Douglas Public Facility Municipal Property Corporation (MPC), and the Board approved these unanimously. 7. Information/Discussion, and possible Decision pertaining to aspects to be presented in the periodic standing report from staff regarding maintenance of the golf course MPC facility, equipment and water delivery system. Bosco Selchow began the discussion noting the water leak just outside by the rock wall as it proved difficult to find and fix. It was reported by Bosco Selchow that the City Water Department informed him of a large quantity of water usage (26,000,000 gallons of water) from August 15 through September 15, versus 5 million gallons at the same time last year. City changed the water meter and a valve. Mower problem was found and fixed and back nine greens are getting aerated. Front nine aeration starts Monday and it was confirmed cores are being pulled. The 12, 6 and 8 greens will require some consideration and the sod purchase was discussed. Tony (cowboy’s brother) suggested a hybrid bent grass that is sprayed on, and Tachi commented that he is unsure of the logistics involved in such a project specifically as to #8 green & group discussed options for that green. Tree roots are also being considered as the culprit for the damage to the greens. IDA funding proposal for irrigation system repairs on the back 9 was briefly discussed and the donation from the Douglas Women’s Golf Club was reported for use to repair women’s bathroom as damage is caused by a leaky overhead/roof mount cooler. City provides services for repairs and maintenance to the facility, but are short of time as they are usually busy, and also do not have inmate labor, and it was reported that City code enforcement is doing cleanup around 10 and the back 9. Bosco Selchow reported fairways are being watered at least once a week. Pond water inlet was cleared of vegetation debris and pump pressure improved dramatically, and Ruben Robles asked that the unkempt vegetation also needs trimming. New hires were reported and help with mechanical and helps with herbicides, and the Chair noted a bonus was in order for the 2 new workers. A motion was made by Manny Robles and seconded by Tachi Durazo for a one-time $600 bonus on 10/21/2020 for the 2 new guys (Jorge and Frank) on the same day but separately to approve both meeting minutes with corrections as noted, and the Board approved the 2 bonuses unanimously. Event was held 10/17/2020 with Covid-19 protocol in place. A new/used greens mower is actively being sought by the facility, as they are currently down to 1. 2 8. Information/Update with a possible Discussion/Decision on current events, updates or concerns at the golf course since the August, 2020 meetings. (NONE) 9. Discussion and direction/consensus for items to be discussed at future meetings. (NONE) 10. Adjournment A motion was made by Manny Robles and seconded by Francisco “Tachi” Durazo to adjourn the meeting at 6:02 pm, and the motion was approved unanimously.
