January 2, 2024 7:00 p.m. REORGANIZATION MEETING The Reorganization Meeting of Doylestown Borough Council was held on the above date and time in Council Chambers, Borough Hall, 10 Doyle Street. The following persons were present: Council Members Ben Bell, Larry Browne, Dennis Livrone, Jack O’Brien, and Amy Popkin, and Councilpersons Elect Robert Kinney and Elizabeth Wyckoff. Also present were Mayor Noni West, Junior Councilperson Jack Swartley, Ernest Closser of Curtin & Heefner, LLP, and Borough Manager John Davis. Council Member Re-elect Jennifer Jarret and Council Member Joe Frederick were unable to attend due to illness. Mayor Noni West called the meeting to order and then led everyone in the Pledge of Allegiance. Oath or Affirmation. Mayor West presided over the swearing in of Council Member Elect Elizabeth Wyckoff and Council Member Elect Robert Kinney, who were elected in November 2023. Nomination and Election of Council President and Vice President. Mayor West called for nominations for Council President. Ms. Popkin nominated Jack O’Brien. Mayor West asked if there were any other nominations for President and when none were heard, Mr. Davis called the vote: Mr. Bell: yes, Mr. Browne: yes, Councilpersons Frederick and Jarret were absent, Mr. Kinney: yes, Mr. Livrone: yes, Mr. O’Brien: yes, Ms. Popkin: yes, and Ms. Wyckoff: yes. The motion carried by a vote of seven in favor and two absences. Mayor West next called for nominations for Council Vice President. Mr. Browne nominated Amy Popkin. Mayor West asked if there were any other nominations for Vice President and when none were heard, Mr. Davis called the vote: Mr. Bell: yes, Mr. Browne: yes, Councilpersons Frederick and Jarret were absent, Mr. Kinney: yes, Mr. Livrone: yes, Mr. O’Brien: yes, Ms. Popkin: yes, and Ms. Wyckoff: yes. The motion carried by a vote of seven in favor and two absences. Mayor West then turned the meeting over to Council President Jack O’Brien. President O’Brien stated there were several items of business to complete the reorganization. Appointment of Members to the Central Bucks Regional Police Commission. A motion was made to appoint Jack O’Brien and Mayor West, with Joe Frederick as the alternate. (Browne- Livrone) Mr. O’Brien called the vote. All were in favor and the motion carried. Appointment of the Borough Solicitor. A motion was made for the reappointment of Curtin & Heefner LLP as Borough Solicitor (Bell-Browne). Mr. O’Brien called the vote. All were in favor and the motion carried. Appointment of the Borough Engineers. Zoning, Planning, and Streets. A motion was made to reappoint Gilmore & Associates (O’Brien-Bell). Mr. O’Brien called the vote. All were in favor and the motion carried. Borough Engineer for Water. A motion was made to reappoint CKS Engineers, Inc. (Livrone- Browne) Mr. O’Brien called the vote. All were in favor and the motion carried. 104 President O’Brien welcomed the new members of Council. Adjournment. At 7:11 p.m., Mr. O’Brien called for a motion to adjourn the January 2, 2024 Reorganization Meeting of Doylestown Borough Council.
