EAC October 17, 2023 Minutes
Members in Attendance: George Mullikin, Grant Alger, David Reidel, Dan Ford, P.R. West, and Building and
Zoning Director Karyn Hyland.
Call to Order: The meeting was called to order at 6:40 pm
Approval of Minutes September 19, 2023: Minutes were approved as submitted.
2023 and 2024 Purchase/Budget Requests: The members of the council held a discussion about what their
priorities are for using the remainder of the current year’s budget as well as what they would like to use for
the upcoming year. The committee agreed to request a budget of $650 for the 2024 calendar year.
Reports
LCAP (P.R.): The steering committee is developing their vision statement and creating a calendar.
There is a discussion among the steering committee about making sure the LCAP is included in the
Comprehensive Plan. Karyn provided some guidance on the timeline for the LCAP and how/when it
would be presented to the Borough Council.
Farmer’s Market (Dan): The most recent farmer’s market did not have a great turn out due to the
weather. The Lights Out initiative and Bird Town information were all well received. There will be a
couple more Farmer’s Markets this year, but the season is winding down. The last one will be
November 18, 2023.
Outreach and Communication (Grant): Grant asked if anyone else on the council had any ideas for
communication and outreach. The Tick Awareness information will be posted in the Spring as it will be
more relevant then. P.R. mentioned about a recycling program for Christmas trees. Karyn let her know
a recycling program already exists. A lengthy discussion took place regarding a logo for a tablecloth.
After some time, a consensus was reached to use the Borough seal for any of the branding used by the
EAC.
Bird Town (Grant): The annual Bird Town meeting will be on October 23. Grant shared a presentation
that will be given at this meeting. Karyn explained the new SDLD Lighting Ordinance with the members
present, specifically how “up-lighting” will be addressed in new larger development projects in town.
Comprehensive Plan Update (P.R.): The Planning Commission is in a reviewing process of all the data
collected during the workshop sessions. The ideas presented are being fine tuned into things that can
be considered for reasonable action. The public feedback was extensive and mostly positive. There is a
lot of prioritizing that needs to take place before the Comprehensive Plan can move along.
Tick Awareness (P.R.): This program and awareness initiative will be on hold until the spring.
Old/New Business: The Open Space Index was brought to the Environment and Rec Committee meeting.
Adjournment: There being no further business to discuss, the meeting was adjourned at 7:59 pm.
