BOROUGH OF DOYLESTOWN JOINT COMMITTEE MEETING FINANCE AND PENSION COMMITTEE & FIRST BUDGET WORKSESSION THURSDAY, OCTOBER 9, 2025– 6:00 pm MINUTES The above meeting was held on the above date and time with the following people present: Committee Members: Chair Amy Popkin, Jennifer Jarret, Bob Kinney, Connor O’Hanlon (via Zoom) Council Members: Council President Jack O’Brien, Ben Bell (via Zoom), Larry Browne, Dennis Livrone, Liz Wyckoff, Mayor Noni West, Junior Council Person Thomas O’Reilly Staff: John Davis, Caroline Brinker Approval of Minutes Minutes of September 11, 2025 committee meeting were approved. (Kinney/Jarret) 2026 Preliminary Budget Presentation Mr. Davis presented the 2026 Preliminary Budget for the General, Water, Water Capital, and Reserve Funds. • Review of 2026 General Fund revenues and expenditures, noting the $418,963 deficit. Items discussed: o Property taxes o Real estate transfer taxes o Earned income taxes o Building permits o Sale of Assets o CBRPC & AFSCME Collective Bargaining Agreements o Liquid Fuels funding o Various subsidies o Surplus transfer to Reserve Fund in 2025 estimated at $311,756. • Review of Water Fund noting the $206,258 deficit. Items discussed: o Possible water rate increase o Sprinkler/fire suppression fees o DTMA wheeling fees & water purchases o Chemical & electricity cost increases • Review of Water Capital Budget. Items discussed: o PA Small Water & Pennvest Grants o Tapping & connection fees o Capital contribution fee o Spruce St tank rehab o PFAS well improvements • Review of Reserve Fund and capital purchases for 2025. The budget will continue to be refined and will be further discussed at the next Budget Worksession scheduled for Thursday, November 13, 2025 at 6:00pm. Executive Session - Personnel The Committee adjourned at 7:19pm to discuss Personnel (AFSCME Contract negotiations).
