DOYLESTOWN BOROUGH HISTORIC & ARCHITECTURAL REVIEW BOARD MEETING MINUTES THURSDAY, JULY 25, 2024 The Doylestown Borough Historic and Architectural Review Board held its meeting at 7:30 PM on Thursday, July 25, 2024, at Borough Hall, 10 Doyle Street. The following members attended: Denise Blasdale, Kim Jacobsen, Heather Walton, Marie Kovach, Ralph Fey, Constance Magnuson, John Eichert, and Karyn Hyland, Director of Building and Zoning. CALL TO ORDER: Ms. Jacobsen called the meeting to order at 7:30 PM. MINUTES APPROVAL: The June meeting minutes were approved as corrected (Blasdale/Magnuson). SIGN APPLICATIONS: 46 E. State Street – The applicant, Robert McKenna of Wizarding Ways and More emailed to say he could not attend due to previous commitments. The Board voted to recommend approval as submitted (Fey/Walton). BUILDING APPLICATIONS: 85 W. Ashland Street – Nunzio Terra, representing the property owners and Renewal by Anderson, is proposing to replace eight windows. Mr. Terra gave an overview of the proposed windows and where they will be placed in the home. Following discussion, the Board voted to recommend approval with changes to simulated divided lights (Blasdale/Magnuson). 387 Lincoln Avenue – Andrew Hamilton, the property owner, proposes to replace the garage roof. He spoke about the cedar shake shingle roof's current condition and proposed using Timberline HDX shingles in the color hickory. Following discussion, the Board voted to recommend approval as submitted and presented (Blasdale/Walton). 116 Mary Street – Jennie Kluesner, representing the architect, and Anna Radko, the property owner, presented their application for an addition and renovation to convert the home from an apartment to a single-family dwelling. Ms. Kluesner gave an overview of the proposed building materials. The Board and applicants held an extensive conversation concerning the scale of the proposed addition and the proposed materials. The Board voted to recommend approval as amended to include the roof being stepped (as redrawn by Mr. Fey) and shingled, the siding will be smooth Hardie Plank in a blue-grey color with a Dutch lap, the windows will be simulated dived lights and have no shutters, the chimney will be repaired, the window trim will be True Exterior and the True Exterior along the bottom will serve as a water table, and the porch roof will be Slateline (Blasdale/Magnuson). 132 W. Oakland Avenue – Ralph Fey, the architect, along with members of his team and Sandra Milligan, the property owner, presented the application for an addition and renovation to the home. Mr. Fey gave an overview of the property’s history and an overview of the property. The Board and applicants discussed the proposed addition and the proposed materials. The Board voted to recommend approval as amended to include the chimney in the rear to be changed to brick from stone, the west elevation will be more similar to the east elevation, the second-floor bay dormer will be flush, the shed dormer on the east elevation will be replicated on the west elevation, the first- floor window scheme will be similar to the windows on the east elevation, the new garage roof will be shingled to match the house with a 12“ overhang eave on all the of the additions, the gutters will be half-round with round downspouts and the pergola/arbor will be increased to 12” (Blasdale/Walton). 154 W. Oakland Avenue – Ralph Fey, the architect, along with members of his team and Sandra Milligan, the property owner, presented the application for the addition and the renovation. Mr. Fey gave an overview of the existing property. He explained how the proposed changes will be implemented to help increase the historic aesthetic of the home and in keeping with the neighborhood. The Board voted to recommend approval as amended to include the port cochere being removed from the design, the Pella Reserve windows on the carriage house being separated with no shutters, and the siding will be smooth Hardie Plank in a color to be chosen later in the design process, the roof will be constructed of simulated slates and standing seam copper. The applicants will return later to discuss what can be placed instead of the port cochere. (Blasdale/Walton). 67 N. Church Street – William Benner, the homeowners' attorney, and representatives from the home improvement contractor presented the updated application and gave a brief background on the homeowners' ownership history of the property. Mr. Benner requested the windows at the rear of the property, which are not visible from a public right-of-way, be preserved as they are. The property owners agreed with the following conditions, which were set forth by the Board in previous meetings, including the roof to be an Owings Corning asphalt roof in Duration Shingles in the color Williamsburg, the siding will be a smooth Hardie Plank in the color Boothbay Blue, the windows will be Pella Lifestyle series, aluminum-clad, one-over-one, and the black shutters will be re-installed. The Board voted to recommend approval as amended (Blasdale/Walton). 34 W. State Street – Ms. Hyland shared with the Board the request for emergency repairs to the façade of the building. The brick wall facing W. State Street and the lintels have become detached from the building. An engineer’s report submitted states the brick wall has become compromised and requests to demolish and replace the brick veneer and lintels, effectively eliminating the public safety concerns. The property owner will replace the windows on the W. State Street facing portion of the building and add a new brick façade and stone lintels.
