HISTORIC & ARCHITECTURAL REVIEW BOARD
MEETING MINUTES
THURSDAY, MARCH 26, 2026
The Doylestown Borough Historic and Architectural Review Board met at 7:00 PM on Thursday, March 26,
2026, at Borough Hall, 10 Doyle Street. The following members attended: Denise Blasdale, Andy Happ,
Marie Kovach, Constance Magnuson, Brian Guerriero, Richard Brown, Seth Weiner, and Karyn Hyland,
Director of Planning and Zoning.
CALL TO ORDER: Mr. Brown called the meeting to order at 7:00 p.m.
MINUTES APPROVAL: The February 26, 2026, meeting minutes were approved as submitted
(Blasdale/Magnuson).
SIGN APPLICATIONS:
33 W. Court Street: The applicant, Creative Planning, presented their application for new signage. There is an
existing small landscaping spotlight that occasionally illuminates the existing sign. The Board recommended
approval of the application for a Certificate of Appropriateness as submitted (Magnuson/Happ).
BUILDING APPLICATIONS:
100 Cottage Street: Ms. Janet Green presented the application to replace ten windows on the second floor of
her home. She proposes Andersen 400 Series windows without grilles. The Board recommended approval of
the application for a Certificate of Appropriateness as submitted (Blasdale/Weiner).
49 W. Court Street: Mr. Matthew Fennell, the applicant, presented the application for a new roof on the
property. The new proposal is for Brava synthetic shingles on the Court Street frontage of the building and, in
the rear, slate-line shingles. The applicant will use new copper valleys, downspouts, and chimney caps. All the
low roofs will remain intact. The HARB suggested this configuration at the previous meeting. The Board
recommended approval of the application for a Certificate of Appropriateness as submitted
(Weiner/Guerreiro). Ms. Magnuson opposed the motion.
56 E. Oakland Avenue: Mr. Andy Dreisbach, representing Kesting Construction, the applicant, presented the
application for stucco remediation and removal on the rear of the property. They propose using Hardie board-
and-batten siding in the color cobblestone. The decks will be replaced with TimberTech in sea salt grey, and
the RDI Avalon railings will be installed. The Board had many questions regarding the application, but
understands that the representative cannot make financial decisions. Questions regarding the transition between
the lower level of the building and the upper levels, and how they will be differentiated. Mr. Brown suggested
changing the spacing of the battens as one possible solution. They would also like more information about the
column and railing details. Mr. Happ suggested drawings that are less structural and more aesthetic to help the
Board understand the full scope of the project. The Board voted to continue this application due to the
applicant’s representative's inability to answer specific questions.
109 Cottage Street: Ms. Ellen Happ, the architect for the proposed renovation, presented the application.
Zoning variances were approved by the Zoning Hearing Board with some conditions, including that the
addition be made 12” narrower than the original drawings. Those changes are reflected in the presentation
being made this evening. An additional condition was that the owner install 6’ privacy fences along each side
property line. Ms. Adrienne Kleintop, of Cottage Street, wanted to discuss the side-yard setback and the
addition, which is visible from Cottage Street and Belmont Avenue. She is concerned about the size of the
addition. Ms. Theresa Steltzer, of Cottage Street, also had a comment regarding the addition size. After
considerable dialogue, including suggestions for changes to the front porch, the Board recommended approval
of the application for a Certificate of Appropriateness as submitted with conditions that the front porch be
maintained as it is, the exterior be altered to provide a landing, and a fence be installed to lessen the appearance
of the addition and the applicant should return if they wish to modify the porch roof (Brown/Happ).
148 Lafayette Street: Mrs. Kristin Henderson and Mr. Randall Henderson, the homeowners, presented their
application to expand the existing deck on the rear of the property. She proposes continuing the deck with
Brazilian Ipe without changing the height or design, except for adding ¼”- diameter wire railings and 4x4” Ipe
posts on two sides. The Board recommended approval of the application for a Certificate of Appropriateness as
submitted (Happ/Magnuson).

ADJOURNMENT: There being no further business, the meeting was adjourned at 9:12 pm (Happ/Blasdale).
