Public Safety Committee Meeting Minutes Wednesday, May 7, 2025 6:00 p.m. Present: Larry Browne, Robert Kinney, and Amy Taylor Popkin. Also in attendance were CBRPD Chief Karl Knott, Mayor Noni West, Borough Fire Marshal Scott Fleischer, and Borough Manager John Davis. The Minutes of the April meeting were approved as submitted. Mt. Carmel School Traffic/Parking Study. John shared details on concerns from a Central Bucks School District bus driver regarding access and safety concerns. After CBRPD performed their studies, it was determined that a No Parking zone would be appropriate installed opposite the parking lot which should alleviate the access issue. Helen Duffner, resident of Golfview Road, shared her thoughts on the congestion in that area, and has seen the buses struggle with access. The Committee voted unanimously to approve the drafting and advertising of an ordinance and will be forwarded to Borough Council. East Street Traffic Calming. John reviewed suggestions from the Borough's traffic engineer after the speed studies showed traffic calming remedies are warranted, including painting of lines and a bike lane, which would change the width of the shoulder and driving lanes. The Committee discussed the financial implications for some of the suggestions, which could be worked into the 2025 and/or 2026 budget. Ann West, East Street resident, spoke on her support of the bike lane. Dennis Davidson, Lacey Avenue resident, shared his concerns as well and would like to see painted lines and crosswalks as soon as possible around Fonthill. John explained the process and various solutions. Amy suggested pedestrian safety signs, which are part of the plan. Larry reminded the concerned citizens in attendance that this will be a process going forward and something that will continue to be looked at to keep the area safe. Megan Weibel lives east of Court Street and asked if plastic posts could be installed. She is concerned painted lines aren't enough to protect pedestrians and bike riders. The Committee discussed the pros and cons of those, and John will look into that idea. Public Events. Chief Knott shared a list of upcoming events into July. Emergency Preparedness and Communications Board. Larry shared information on tomorrow night's meeting and the upcoming selection of new Board members. CBRPC Report (Mayor). Mayor West provided a brief update on the Committee's discussions. Old/New Business. None. Adjourned: 7:00 PM
