Second 2024 Budget Meeting (Joint Finance Committee/Council)

BOROUGH OF DOYLESTOWN JOINT COMMITTEE MEETING FINANCE AND PENSION COMMITTEE MEETING & SECOND BUDGET WORKSESSION TUESDAY, NOVEMBER 9, 2023 – 6:00 pm MINUTES The above meeting was held on the above date and time with the following people present: Committee Members: Chair Amy Popkin, Curtis Cowgill, Jennifer Jarret, Wendy Margolis Council Members: Council President Jack O’Brien, Larry Browne, Joe Frederick, Dennis Livrone Staff: John Davis, Caroline Brinker Approval of Minutes Minutes of October 12, 2023 joint budget/finance committee meeting were approved (Frederick/O’Brien) 2024 Preliminary Budget Presentation Mr. Davis presented the 2024 Budgets for the General, Water, Water Capital, and Reserve Funds. Items discussed included: • A 3-mill tax increase to the 2024 General Fund budget, raising the millage to 13.915 mills. • Review of General Fund revenues and expenditures, noting an expected transfer of General Fund cash surplus to the Reserve Fund in 2023. • Increase water rates by 10.5% to cover operating deficit due to hiring of additional full-time operator. • Capital purchases totaling $1.4 million to be paid from the Reserve Fund. Consideration of 2024 CBRPD Budget The Committee reviewed the 2024 CBRPD Budget, noting the changes since the Preliminary Budget was submitted by the CBRPD on 9/1. It was recommended that Council approve the 2024 Central Bucks Regional Police Department budget, as submitted (Jarret/Popkin) The Committee recommended the Preliminary budget be forwarded to Council for adoption. (Jarret/Popkin) Old/New Business – none Executive Session – Personnel The meeting broke at 7:15 for Executive Session to discuss Personnel. Upon returning, there was a motion to adjust the salary line items for 2 staff members (Jarret/Popkin). The meeting adjourned at 7:28 pm.
