DOYLESTOWN BOROUGH SHADE TREE COMMISSION MEETING MINUTES March 14, 2023 The regular meeting of the Doylestown Borough Shade Tree Commission was held at 6:30 PM on Tuesday, March 14, 2023, at Doylestown Borough Hall, 10 Doyle Street. Members of the Commission in attendance were: Lisa Moscherosch, and Chris May. There was not a quorum. Also in attendance were Borough Arborist, Bob McMullin, Building & Zoning Director, Karyn Hyland, and Applicants, Matt and Gina Kelly, Christine Hall, and Sharon Stern. A representative from Lukens Landscaping, Rebecca Conte on Behalf of 191 Belmont Avenue, and Resident Kayvon Tabatabai. CALL TO ORDER: The meeting was called to order at 6:30 PM. MINUTES APPROVAL: Minutes from the February meeting were approved by those in attendance. (May/Moscherosch) SUBDIVISION/LAND DEVELOPMENT: None PERMIT APPLICATIONS: 191 Belmont Avenue Members in attendance recommended approval for the removal of 1 Oak which was denied at the February meeting. Commission was advised by the property owner new trees will be planted in place of this removal. 238 E. State Street Members in attendance recommended approval for the removal of 1 Dogwood and 1 White Cedar. 715 S. Chubb Drive Members in attendance recommended approval for the removal of 1 White Pine. 11 Belmont square Members in attendance recommended approval for the removal of 1 White Cedar. 82 Jackson Street Members in attendance recommended approval for the removal of 1 Ash Tree. 89 S. Clinton Street Members in attendance recommended approval for the removal of 1 Maple Tree. Shade Tree Members suggested replacing with either a red oak or swamp white oak. 61 Beek Street Members in attendance tabled the application and would like to discuss it further with the property owner. 127 E. Court Street Members in attendance recommended approval for the removal of 1 Maple Tree. NEW/OLD BUSINESS: Hyland reported that the Planning Commission was meeting tonight to do workshops on the comprehensive plan and would continue to meet and do workshop sessions with the residents on the topics from the survey. Hyland also reported that the Arbor Day tree giveaway is scheduled for April 29. They have 4 volunteers for the early slots but are still in need of 4 more volunteers for later in the day to work the Arbor Day Table. CHAIRPERSON REPORT: None ARBORIST REPORT: Bob McMullin reported a significant increase in Oak Trees that have bacterial leaf torch, which is a fatal and serious problem. Also stated that he will be keeping an eye on Doylestown Borough Street Trees that may be affected by this disease and will discuss further at the next Shade Tree Commission Meeting.
