DOYLESTOWN BOROUGH SHADE TREE COMMISSION MEETING MINUTES June 13, 2023 The regular meeting of the Doylestown Borough Shade Tree Commission was held at 6:30 PM on Tuesday, June 13, 2023, at Doylestown Borough Hall, 10 Doyle Street. Members of the Commission in attendance were: Lisa Moscherosch, Jean Weston, Carter VanDyke, Chris May and Baldev Lamba. Also in attendance were Borough Arborist, Bob McMullin, Building & Zoning Director, Karyn Hyland, Park and Recreation Director, Dave Burger and Applicant, David Hughes. CALL TO ORDER: The meeting was called to order at 6:30 PM. MINUTES APPROVAL: Minutes from the March meeting were approved by those in attendance. (Weston/May) SUBDIVISION/LAND DEVELOPMENT: 353 E. State Street & 340 Linden Avenue, Roscommon Tract Subdivision: Hyland discussed the plans and Commission recommended the following: The commission acknowledges that only two trees scheduled to remain contribute to the street tree requirement and that the condition of these trees appears to be in decline. The commission recommends the following: 1. That the requested waiver not be granted and that the applicant provide the required number of street trees. 2. That street tree placement be 4 to the west of the driveway and 3 to the east of the driveway and that they be grouped as appropriate to accommodate any obstacles such as the driveway or sight triangles. 3. That the street trees scheduled to remain be better protected. As proposed, the tree protection zone does not adequately include the roots. TPZ should include the full root zone and no excavation or grading should take place in this area. 4. That overgrowth and ivy be cleared. On a motion by Moscherosch, second by Weston the recommendation was unanimously approved and will be forwarded to the Planning Commission for consideration. PERMIT APPLICATIONS: 557 Maple Avenue Commission approved the issuance of a permit for removal of 2 White Pines. (VanDyke/Lamba) Recommended Approval 728 Stryker Avenue Commission approved the issuance of a permit for removal of 1 White Pine. (VanDyke/Weston) Recommended Approval 160 Hillendale Drive Commission approved the issuance of a permit for removal of 4 Pine and 1 Pin Oak. (May/Weston) Recommended Approval 297 W. Court Street Commission denied the issuance of a permit for removal of 2 Evergreens. (VanDyke/May) Not Approved 48 W. Oakland Avenue Commission approved the issuance of a permit for removal of 1 Oak. (VanDyke/Weston) Recommended Approval 16 Stacey Drive Commission approved the issuance of a permit for removal of 1 Poplar. (Moscherosch/VanDyke) Recommended Approval 1 Pearl Drive Commission approved the issuance of a permit for removal of 4 Arborvitae. Sweetgum tree was denied. (May/Lamba) Recommended Partial Approval/Partial Denied 128 Kreutz Avenue Commission approved the issuance of a permit for removal of 1 Pin Oak. (Weston/Lamba) Recommended Approval 163 E. Ashland Street Commission approved the issuance of a permit for removal of 1 Weeping Cherry. (Weston/Lamba) Application Withdrawn NEW/OLD BUSINESS: Hyland reported that the Planning Commission will not have a meeting until after they meet with the Bucks County Planning Commission. A brief discussion took place on the recommendations of tree species for street tree planting. Also discussed was how the Commission would like to move forward on what sites in the Borough need Shade Tree Planting, and how to proceed with coming to a group decision on such. Burger advised that the Commission has a three-month window to come to a decision on what species of trees they would like to plant in the fall. ARBORIST REPORT: None ADJOURNMENT: There being no further business before the Commission, the meeting was adjourned at 8:36 PM.
