DOYLESTOWN BOROUGH SHADE TREE COMMISSION MEETING MINUTES November 14, 2023 The regular meeting of the Doylestown Borough Shade Tree Commission was held at 6:30 PM on Tuesday, November 14, 2023, at Doylestown Borough Hall, 10 Doyle Street. Members of the Commission in attendance were: Jean Weston, Carter VanDyke, and Baldev Lamba. Also in attendance were Borough Arborist, Bob McMullin, Building & Zoning Director, Karyn Hyland, Park and Recreation Director, Dave Burger and applicants Chris and Laura Carlisle, Nancy Gardy, Lauren Cutting, Al Relyea, Kari Hyer, and Tara Stanton, via Zoom. CALL TO ORDER: The meeting was called to order at 6:30 PM. MINUTES APPROVAL: Minutes from the August and September meeting were approved by those in attendance. (VanDyke/Lamba) SUBDIVISION/LAND DEVELOPMENT: None PERMIT APPLICATIONS: 304 E. Court Street Commission approved the issuance of a permit for removal of 1 Southern Magnolia with the recommendation to plant a replacement tree in front yard. (Weston/Lamba) Recommended Approval 207 Murray Drive Commission approved the issuance of a permit for removal of 1 Swamp Maple and 1 Sugar Maple. (Lamba/Weston) Recommended Approval 163 Union Street Commission approved the issuance of a permit for removal of 3 Walnut and 2 Mulberry. (Lamba/Weston) Recommended Approval 77 Chapman Avenue Commission approved the issuance of a permit for removal of the 2 Hickory (Lamba/VanDyke) Recommended Approval 173 N. Clinton Street Commission approved the issuance of a permit for removal of 1 Apple. (VanDyke/Weston) Recommended Approval 262 Logan Street Commission approved the issuance of a permit for removal of 1 Hemlock. (Weston/Lamba) Recommended Approval 330 Linden Avenue Commission approved the issuance of a permit for removal of 1 Thuja Plicata and 1 Retula Nigra. (Weston/Lamba) Recommended Approval 202 E. Court Street Commission approved the issuance of a permit for removal of 2 Norway Spruce and 1 White Pine. (VanDyke/Lamba) Recommended Approval 323 E. State Street Commission approved the issuance of a permit for removal of 1 Pine and 1 Norway Maple. (Lamba/VanDyke) Recommended Approval NEW/OLD BUSINESS: There was brief discussion in regard to the Maplewood planting. Burger stated it may be easier to split into groups and knock on targeted doors where members would like to plant a new tree. He also stated he would speak with Phil Ehlinger in regard to setting something up on the Borough website where residents can recommend tree species they would like in their neighborhood. Burger brought up Arbor Day and reminded the Commission that they need to decide on the species of trees they would like to give away. Hyland stated that Moscherosch wanted the Commission to discuss in her absence how the Borough Staff would handle tree planting requests. This would be if the Borough removed a tree and the property owner asks for a tree to be replanted in its place. CHAIRPERSON REPORT: None ARBORIST REPORT: McMullen informed the Commission that the bacteria leaf scorch is one of the main diseases that is affecting the trees in town. He stated that there are a number of larger trees that will most likely have to be removed in the next year or two. They are treating trees as needed in town and will continue to do so. ADJOURNMENT: There being no further business before the Commission, the meeting was adjourned at 7:22 PM.
