Borough of Doylestown Shade Tree Commission MAY MINUTES Tuesday, May 14, 2024 6:30 P.M. Members of the commission in attendance were: Jean Weston, Baldev Lamba, Lisa Moscherosch, and Kayvon Tabatabai. Also in attendance were Borough Arborist Bob McMullin, Building & Zoning Director, Karyn Hyland, Park and Recreation Director, Dave Burger. Call to Order: Meeting was called to order at 6:30 pm Approval of Minutes: The April minutes were approved by those in attendance. (LAMBA/WESTON) Subdivision/Land Development: None Tree Applications: 1. 20 Hickory Drive, Huey & Isabella Moy, Jon Kubala, Property Owners. Denied Request and asked property owners to consider bracing, limbing up lower branches, trim and thin out the tree. (LAMBA/WESTON) 2. 76 Hillside Avenue, Sture Karlberg, Property Owner. Recommended Approval. MOSCHEROSCH/WESTON) 3. 722 Stryker Avenue, Nicholas & Cynthia Pope, Property Owners. Recommended Approval with replacement (LAMBA/WESTON) 4. 512 E. Court Street, Natalie Ford, Property Owner. Recommended Approval (MOSCHEROSCH/WESTON) 5. 77 Chapman Avenue, Rodge & Marie Bushnell, Property Owners. Recommended Approval (MOSCHEROSCH/WESTON) 6. 76 Pearl Drive, John Greiner, Property Owner. Recommended Approval with replacement (LAMBA/WESTON) 7. 91 E. State Street, Patty McCormack, Property Owner. Recommended Approval (MOSCHEROSCH/WESTON) 8. 312 E. Court Street, James & Susan Benstead, Property Owners. Recommended Approval with replacement (LAMBA/WESTON) Old/New Business: 1. Street Tree Request Procedure and Tracking. Residents of the Borough will be able to input their requests in through the Borough’s google form which then automatically enters the data into a spreadsheet for the STC. Burger will look into creating an automatic response acknowledging the request and letting them know that trees are planted in specific times and that members of the STC will reach out to them to discuss the location & tree options. At this point it will be up to the STC to set up a meeting with the resident, discuss options and lock in decisions. Once finalized, columns I though N will be filled in. Column N “Ready for Borough” will be checked off where the Borough will take over the planning, planting and maintenance process. 2. Maplewood Street Tree Planting. These trees have mostly been planted. Many new requests came in as residents saw trees being planted. The goal is to finish all the trees in this neighborhood prior to Memorial Day Weekend. Weston and Lamba arranged to meet Thursday, May 16 to finalize additional tree plantings. 3. Sandy Ridge Street Tree Planting. This neighborhood will be slightly harder to coordinate. The distance between the sidewalk and curb is tight and all the utilities are buried in the same area. Discussions were made about making a request to Council to have exceptions made for trees to be planted past the sidewalk on private property. More discussion is needed about future maintenance logistics planting on private property. 4. Additional Street Tree Requests. As noted in the Street Tree Request Procedure and Tracking, STC and Borough are working streamlining the process for new requests. Reports: 1. Chairperson Report. None. 2. Arborist’s Report. McMullin discussed a few pests that he has been paying attention too. He has been paying close attention to the box tree moth which has not been found in our area yet. Public Comment.
