Borough of Doylestown Zoning & Planning Committee Meeting Minutes Meeting Date: Monday, November 13, 2023 Scheduled Time: 7:00 PM, Borough Council Chambers Members present were Jennifer Jarret, Curtis Cowgill, and Dennis Livrone. Also in attendance were Karyn Hyland, Director of Zoning, Council Members Jack O’Brien and Larry Brown, and Borough Planning Commission Chair James Lannon. Call to Order The meeting of the Zoning & Planning Committee was held on Monday, October 9, 2023, and was called to order by Ms. Jarret at 7:00 PM. Review and Approval of Minutes Minutes from the October 9, 2023, meeting were approved as submitted. (Cowgill/Livrone) Zoning Hearing Board • ZHB #2023-15: 75 W. Ashland Street, Craig Sweeney, Property Owner • ZHB #2023-16: 77 W. Ashland Street, Craig Sweeney, Property Owner Ms. Hyland reviewed the scope of the applications with the Committee. The Committee did not make a recommendation for representation by the Borough Solicitor. Hyland also advised that the appealed decision for 24 N. Main Street was remanded by court order a second time and would be on the agenda. The Borough Solicitor has already been authorized to represent the Borough in this matter. HARB Recommendations Sign Applications • 22 N. Main Street, Miles City WSD LLC, Applicant Building Applications • 317 Maple Avenue, Bob & Patti Carrier, Property Owner – Garage • 169 Mechanics Street, Rudloff Custom Builders, Property Owner – Windows Ms. Hyland reviewed the applications, which were recommended for approval approved by the HARB. The Committee voted unanimously to forward these on to Borough Council for approval. (Cowgill/Livrone) Subdivision and Land Development: None Ordinances, Amendments & Resolutions • Consideration of Ordinance 2023-12 amending Landscape Requirements of the Subdivision and Land Development Ordinance Ms. Hyland reviewed the Ordinance with the Committee and voted unanimously to forward to Council. (Cowgill/Livrone) New/Old Business: • Comprehensive Plan Update – Mr. Lannon summarized discussions from the most recent planning commission meeting and what he expects at the next upcoming meeting.
