Borough of Doylestown Zoning & Planning Committee Meeting Minutes Meeting Date: Monday, April 8, 2024 Scheduled Time: 7:00 PM, Borough Council Chambers Members present were Jennifer Jarret, Amy Popkin, and Dennis Livrone. As well as Karyn Hyland, Director of Zoning, and Borough Planning Commission Chair James Lannon. Call to Order The meeting of the Zoning & Planning Committee was held on Monday, April 8, 2024, and was called to order by Ms. Jarret at 7:00 PM. Review and Approval of Minutes Minutes from the March 11, 2024 meeting were approved as submitted. (Popkin/Livrone) Zoning Hearing Board: None HARB Recommendations Sign Applications: None Building Applications • 36 N. Church Street, John Vink, Property Owner - Windows • 101 S. West Street, Elizabeth & Christopher Gilbert, Property Owners – 2nd Floor Addition • 238 E. Court Street, Ellen Happ, Architect – Dormer Addition • 184 E. State Street, Anna Kate Payha, Architect – Exterior Renovations • 235 Washington Street, Anna Kate Payha, Architect – Bilco Doors • 24 Taylor Avenue, John Wolstenholme, Architect – Roof • 73 E. Ashland Street, Charles & Deborah Callaghan, Property Owners – Roof and Gutters • 192 E. State Street, Richard Brown, Architect – Renovations and Windows Ms. Hyland reviewed the applications, which were recommended for approval by the HARB. The Committee voted unanimously to forward these to the Borough Council for approval. (Popkin/Livrone) Subdivision and Land Development: • SDLD 2024-02: 235 E. State Street, Columbarium Project at Our Lady of Mount Carmel Ms. Hyland reviewed the scope and explained that the Committee is being asked to determine if the Land Development Waiver process is appropriate for this proposal. After some discussion and concerns regarding the crosswalk and whether the columbarium would further interfere with sight lines, the Committee voted unanimously to allow the project to proceed as a Land Development Waiver. (Livrone/Popkin) Ordinances, Amendments & Resolutions • Zoning Amendment for Conversions and Changing Nonconformities Ms. Hyland summarized staff's recommendation to eliminate ordinance language permitting conversion of residential uses to more intense uses and language permitting conversion of non-conforming uses by special exception. The Committee agreed that the ordinance should be drafted. New/Old Business: • Comprehensive Plan Update – Mr. Lannon summarized discussions from the most recent planning commission meeting and what he expects at the next upcoming meeting.
