City Council
City of Dripping Springs
A Regular Meeting of the City Council of City of Dripping Springs was held Tuesday, July 16,
2013, beginning at 6:00 PM in the 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL

City Treasurer Gina Gillis
Mayor Purcell calls the meeting to order at p.m. All present except Alan Bojorquez.
Also present Attorney Jill Hoffman with the Bojorquez Law Firm.
II. PLEDGE OF ALLEGIANCE
A. Pledge of Allegiance – Mayor Purcell leads the pledge.
III. PRESENTATION OF CITIZENS
Floor open to discussion on any subject. No action may be taken by law. Citizens
wishing to speak shall do so after being recognized by the Mayor. The Mayor and
City Council may establish a time limit as necessary.
No one speaks.
IV. BUSINESS
Consideration and Possible Action On:
A. Review and Consider the Recommendations in the July 10, 2013 "Preliminary
Engineering Planning Report for the City of Dripping Springs South Regional
Wastewater System Expansion Planning," Prepared for the City by CMA
Enineering, Inc., Robbie Callegari, CMA Engineering, Inc. (Sponsor: Mayor Pro
Tem Foulds) – Robbie Callegari gives power point presentation of the report.
B. Extension to the Wastewater Utility Agreement Between the City of Dripping
Springs and Howard Land and Cattle Company (Sponsor: Mayor Pro Tem
Foulds) – Councilman Kroll motions to extend agreement for a term of 30 days.
Councilman King seconds. Motion passes, 5-0.
C. Discuss and Possibly Take Action regarding Phase Three of the Dripping Springs
Ranch Park Event Center and Related Improvements (Sponsor: Mayor Purcell) –
City Treasurer Gina Gillis reviews the current budget. Council reviews and
discusses. Councilman Kroll motions to move forward on a certificate of
obligation option not to exceed one million dollars. Councilman King seconds.
Motion passes, 5-0.
D. Resolution No. 2013- 21 –A Resolution of The City Of Dripping Springs, Texas,
Approving a Loan For a Portion of the Cost of Construction of the Dripping
Springs Ranch Park Event Center and Related Improvements, Creating an
Interest and Sinking Fund, and Committing Revenue to the Interest and Sinking
Fund (Sponsor: Mayor Purcell) – No action taken.
V. EXECUTIVE SESSION
The City Council for the City of Dripping Springs has the right to adjourn into
executive session at any time during the course of this meeting to discuss any matter
as authorized by Texas Government Code Sections 551.071 (Consultation with
Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations
about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations
about Security Devices), and 551.086 (Economic Development).
Council convened to Executive Session at 6:36 p.m. Those present: Mayor Purcell,
Mayor Pro Tem Foulds, Councilman Kroll, Councilman King, Councilman Alba,
Councilman Busbey, City Administrator Michelle Fischer, Deputy City
Administrator Ginger Faught and Attorney Jill Hoffman. Reconvened to Regular
Session at 6:40 p.m.
A. Consultation with City Attorney Regarding alternatives and options for obtaining
and permitting subsurface wastewater drip irrigation lands for the disposal of
wastewater treated under the authorization of Texas Pollutant Discharge
Elimination System Permit No. WQ0014488001 at the City's South Regional
Wastewater Treatment Facilities Collection System, including additional area
needed to meet wastewater service needs of the future development adjacent to
the City's collection lines, (551.071: Consultation with Attorney and 551:072;
Purchase, Exchange, Lease or Value of Real Property)
VI. ADJOURN
Councilman Alba motions to adjourn. Councilman Busbey seconds. Motion passes, 5-0.
