City Council
City of Dripping Springs
A Special Meeting of the City Council of the City of Dripping Springs was held Wednesday,
July 31, 2013, beginning at 5:50 PM in the 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Mayor Pro Tem Bill Foulds called the meeting to order at 5:50 pm and took roll call.
Present: Mayor Pro Tem Bill Foulds; Council Member Santos Alba; Council
Member Charles Busbey; Council Member Wade King; and Council Member John
Kroll. Absent: Mayor Todd Purcell. City Staff/Appointed Officials present: City
Administrator Michelle Fischer; Deputy City Administrator Ginger Faught; City
Treasurer Gina Gillis; Special Counsel David Tuckfield; Financial Advisor Chris
Lane; and Project Engineer Robby Callegari.
II. EXECUTIVE SESSION-Mayor Pro Tem Foulds states that he would like to go to
the Business item then go into Executive Session.
The City Council for the City of Dripping Springs has the right to adjourn into
executive session at any time during the course of this meeting to discuss any matter
as authorized by Texas Government Code Sections 551.071 (Consultation with
Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations
about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations
about Security Devices), and 551.086 (Economic Development).
A. Consultation with City Attorney Regarding alternatives and options for obtaining
and permitting subsurface wastewater drip irrigation lands for the disposal of
wastewater treated under the authorization of Texas Pollutant Discharge
Elimination System Permit No. WQ0014488001 at the City's South Regional
Wastewater Treatment Facilities Collection System, including additional area
needed to meet wastewater service needs of the future development adjacent to
the City's collection lines, (551.071: Consultation with Attorney and 551:072;
Purchase, Exchange, Lease or Value of Real Property)
III. BUSINESS
Consideration and Possible Action On:
A. Review of FY2013 & FY2014 Wastewater Utility Budget
City Council members and City Staff review the current wastewater utility
budget and proposed Fiscal Year 2014 wastewater utility budget. They review
projected income, projected revenues, and debt service schedules. City Council
asks City Staff to determine how much sales tax has the City paid B & O
Investors to date in accordance with the Chapter 380 Economic Development
Agreement for Planned Development District #1 and when the agreement
expires. They ask City Staff to verify the amount of new property values based
on building permits and compare it to the Hays County appraisal values that have
been reported. They ask City Staff to keep track of the new property values for
the past year and future so we have an idea of the likely increase in the tax roll
values. Ms. Fischer states that the City’s Planning Director reports building
permit values monthly, so this will be easy to do. Council Members discuss the
use of sales tax and ad valorem tax receipts for the wastewater utility fund. They
discuss the ad valorem tax rate and possibly increasing it to 0.15. They direct
City Staff to publish the proposed tax rate notice at 0.15. Council Members
discuss the current wastewater rates and possibly increasing them, creating
commercial categories with different rates, and getting commercial wastewater
samples to see if businesses are complying with the Pretreatment Ordinance.
Council Member Kroll makes a motion to go into Executive Session, seconded
by Councilman Busbey. VOTE: all in favor. The motion is carried.
EXECUTIVE SESSION: Consultation with City Attorney Regarding

IV. ADJOURN-Mayor Pro Tem Foulds adjourns the meeting at 7:15 pm.
