City of Dripping Springs
A Special Meeting of the City Council of City of Dripping Springs was held Wednesday, June
25, 2014, beginning at 6:00 PM in the 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL

Mayor Pro Tem Foulds calls meeting to order at 6:00 p.m. All present except Mayor
Purcell, City Secretary Jo Ann Touchstone, Alan Bojorquez and Gina Gillis. Also
present Attorney Natasha Martin and Special Counsel David Tuckfield.
II. CONSENT
The following items are anticipated to require little or no individualized discussion
due to their nature being clerical, ministerial, mundane or routine. In an effort to
enhance the efficiency of City Council meetings, it is intended that these items will be
acted upon by the City Council with a single motion because no public hearing or
determination is necessary. However, a City Council Member or citizen may request
separate deliberation for a specific item, in which event those items will be removed
from the consent agenda prior to the City Council voting on the consent agenda as a
collective, singular item. Prior to voting on the consent agenda, the City Council
may add additional items that are listed elsewhere on the same agenda.
A. Approval of Proposal from Terracon for Geotechnical Engineering Services West
Wastewater Interceptor – Segment 1 West of RR 12 and FM 150 Dripping
Springs, Texas, Proposal No. P96131383 – Councilman Alba motion to approve.
Councilman Busbey seconds. Motion passes, 5-0.
III. EXECUTIVE SESSION
The City Council for the City of Dripping Springs has the right to adjourn into
executive session at any time during the course of this meeting to discuss any matter
as authorized by Texas Government Code Sections 551.071 (Consultation with
Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations
about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations
about Security Devices), and 551.086 (Economic Development).
Convened to Executive Session at 6:00 p.m. Reconvened to Regular Session at 6:15
p.m.
IV. SITE DEVELOPMENTS/SUBDIVISIONS/ZONING/ON SITE SEWAGE
FACILITIES/SIGNS/VARIANCES/WAIVERS/ALTERNATE
STANDARDS/ANNEXATIONS
Possible Action and Consideration On:
A. Preliminary Plat for Founder’s Ridge, located just north of Legacy Trails
subdivision on the east side of RR12 (102.479 acres, Philip A. Smith Survey #26,
A0415), David Morales, P.E., Doucet & Associates
1. Presentation – David Morales reviews project and is available for questions.
2. Planning Director's Report – Planning Director Jon Thompson, Report on
file.
3. Public Hearing – No one speaks.
4. Parks & Recreation Commission Report – Report on file.
5. Planning & Zoning Commission Report – City Administrator Michelle
Fischer gives report.
6. Variance from City of Dripping Springs Code of Ordinances, Chapter 28,
Exhibit A, Section 12.2.1 “Easements” to reduce a public utility easement
width from 20 feet to 15 feet – Commissioner Kroll motion to approve.
Councilman Busbey seconds. Motion passes, 5-0.
7. Preliminary Plat – Councilman Alba motion to approve. Mayor Pro Tem
Foulds seconds. Motion passes, 5-0.
B. Consideration and possible action on a Lease of real property between the City of
Dripping Springs, Texas (the "Lessee"), and Hays County Development District
No.1 ("District") and Development Solutions CAT, LLC., ("DSCL") its
successors and assigns, for the City's lease of real property within the District and
owned by DSCL and/or the District, with such leased real property to be used for
effluent disposal, as requested by TCEQ during review of the City's application
to amend City of Dripping Spring, Permit No. WQ0014488-001- Commissioner
Kroll motion to approve. Councilman Alba seconds. Motion passes, 4-0-1.
Councilman Busbey abstains.
C. Dissolution and Annexation Agreement between the City of Dripping Springs,
Hays County Development District No. 1, and Development Solutions CAT,
LLC (related to the Caliterra Subdivision) (Sponsor: Mayor Pro Tem Foulds) –
Councilman Alba motion to approve. Commissioner King seconds. Motion
passes, 4-0-1. Councilman Busbey abstains.
V. ADJOURN – Councilman Busbey motions to adjourn. Commissioner King
seconds. Motion passes, 5-0. Meeting adjourned at 6:16 p.m.
