Minutes of City Council Regular Meeting City of Dripping Springs A regular meeting of the City of Dripping Springs City Council was held Tuesday, January 20, 2015, beginning at 6:00 PM in the 511 Mercer Street, Dripping Springs, Texas. I. All present except Mayor Todd Purcell, Council Member John Kroll, and Dripping Springs Ranch Park Manager Lynne Dickinson. II. EXECUTIVE SESSION The City Council has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). A. Consultation with City Attorney regarding the status and negotiations for the Roadway and Development Agreement concerning property at Roger Hanks Parkway and U.S. 290. Acceptance of Bid Proposal from Provider for Solid Waste Services; Authorizing City Staff to Initiate Creation of a Franchise Agreement and Implement Negotiations with the Selected Bidder for a Franchise Agreement Pursuant to the Request for Proposals for Solid Waste Services (Sponsor: Mayor Pro Tem Bill Foulds) B. License Agreement Between the City of Dripping Springs and Counts Ranch Estates Homeowners Association for Construction on Wall Within Butler Ranch Road Right-of-Way (Sponsor: Council Member John Kroll) C. Ordinance No. 2350.12: Consideration and Possible Action with Respect to an "Ordinance Authorizing the Issuance of City of Dripping Springs, Texas General Obligation Refunding Bond, Series 2015; Authorizing the Levy of an Ad Valorem Tax in Support of the Bond; Approving a Paying Agent/Registrar Agreement and an Escrow Agreement; Awarding the Sale of the Bond; Calling Certain Obligations for Redemption; and Authorizing Other Matters Relating to the Issuance of the Bond."
