City Council Meeting Minutes
A regular meeting of the City of Dripping Springs City Council was held Tuesday, March 17, 2015,
beginning at 6:00 PM in the 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL - 6:00 p.m.

Mayor Todd Purcell called the meeting to order at 6:00pm. All present except Council
Member John Kroll, Deputy City Administrator Ginger Faught, City Attorney Alan
Bojorquez, Planning and Zoning Commission Chair Larry McClung, and Dripping
Springs Ranch Park Manager Lynne Dickinson.
II. EXECUTIVE SESSION
The City Council for the City of Dripping Springs has the right to adjourn into executive
session at any time during the course of this meeting to discuss any matter as authorized
by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072
(Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations),
551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and
551.086 (Economic Development).
A. Consultation with City Attorney on the Status of Certain Bills Pending Before
the Texas Legislature and Potential Legal Implications for the City (551.071
Consultation with City Attorney) - No executive session.
III. PLEDGE OF ALLEGIANCE
A. Pledge of Allegiance- Council Member Charles Busbey leads the Pledge of
Allegiance.

IV. PRESENTATION OF CITIZENS
Floor open to discussion on any subject. No action may be taken by law. Citizens
wishing to speak shall do so after being recognized by the Mayor. The Mayor and City
Council may establish a time limit as necessary. – No one speaks.
V. CONSENT ITEMS
The following items are anticipated to require little or no individualized discussion due
to their nature being clerical, ministerial, mundane or routine. In an effort to enhance
the efficiency of City Council meetings, it is intended that these items will be acted upon
by the City Council with a single motion because no public hearing or determination is
necessary. However, a City Council Member or citizen may request separate
deliberation for a specific item, in which event those items will be removed from the
consent agenda prior to the City Council voting on the consent agenda as a collective,
singular item. Prior to voting on the consent agenda, the City Council may add
additional items that are listed elsewhere on the same agenda.

B. Approval of Resolution No. 2015-20: A Resolution of the City of Dripping Springs
Approving a Lease Agreement between the City of Dripping Springs and Texas
Document Solutions for Kyocera Copier
Council Member Santos Alba motions to approve consent items. Mayor Pro Tem Bill
Foulds seconds. City Administrator Michelle Fischer states that item B may have
changes after final review from the City Attorney. Council Member Charles Busbey
makes a friendly amendment to the motion to approve the consent items and authorize
the City Administrator to approve any subsequent changes recommended by the City
Attorney. VOTE: 4-0 in favor, motion passes.
VI. BUSINESS
Consideration and Possible Action On:
A. Fiscal Year 2014 Audit
1. Presentation, Don Allman, CPA
2. Acceptance of Audit – Mayor Pro Tem Bill Foulds motions to approve the Fiscal
Year 2014 Audit. Council Member Charles Busbey seconds. VOTE: 4-0 in favor,
motion passes.
B. Ordinance No.1930.12: An Ordinance of the City of Dripping Springs Amending
Chapter 6, Article 6.02 of the Dripping Springs Code of Ordinances; amending Permit
Requirements for Special Events and restrictions on itinerant vendors; Establishing
Rules and Guidelines for Obtaining a Permit; and Providing for the Following:
Findings of Fact; Enactment; Repealer; Severability; Codification; Effective Date;
and Proper Notice and Meeting (Sponsor: Mayor Pro Tem Foulds) - Council Member
Charles Busbey motions to approve Ordinance 1930.12. Council Member Santos Alba
seconds. VOTE: 4-0 in favor, motion passes.

C. Resolution 2015-19: A Resolution of the City of Dripping Springs Renaming a
Portion of an Existing Street (Event Center Drive) to Buffalo Canyon Drive - Council
Member Santos Alba motions to approve Resolution 2015-19. Mayor Pro Tem Bill
Foulds seconds. VOTE: 4-0 in favor, motion passes.
D. Reconsideration of Memorandum of Understanding between the City of Dripping
Springs and Texas Gas Service Company, a division of ONE Gas – Mayor Pro Tem
Bill Foulds motions to approve the Memorandum of Understanding with the
following clarifications: Attorney fee reimbursement for negotiation of the franchise
agreement and MOU in the amount of $9,625, and the Professional fee reimbursement
for current site plans under review will be at cost not to exceed $3,000 per site plan.
Council Member Santos Alba seconds. VOTE: 4-0 in favor, motion passes.

Council Member Santos Alba motions to adjourn. Council Member Charles Busbey seconds.
VOTE: 4-0 in favor, motion passes. The meeting adjourns at 6:25pm.
