City Council Meeting Minutes A regular meeting of the City of Dripping Springs City Council was held Tuesday, May 19, 2015, beginning at 6:00 PM at City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL - 6:00 p.m. Mayor & City Council Members/Board of Adjustment Mayor Todd Purcell Mayor Pro Tem Bill Foulds Council Member Santos Alba Council Member Charles Busbey Council Member Wade King Council Member John Kroll City Staff/Appointed Officials City Administrator Michelle Fischer Planning Director Jon Thompson City Secretary, Kerri Craig Mayor Todd Purcell calls the meeting to order at 6:00pm. All present. Also present is Assistant City Attorney Theresa Pham. II. EXECUTIVE SESSION The City Council for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). A. Confer with City Attorney regarding legal aspects and right-of-way components of traffic safety and circulation issues on US Highway 290 West and Ranch Road 12. Evaluate traffic planning objectives for Old Fitzhugh Road. (551.071 Consultation with City Attorney) Convened to executive session at 6:00pm. Present: Mayor Todd Purcell, Mayor Pro Tem Bill Foulds, Council Member Santos Alba, Council Member Charles Busbey, Council Member Wade King, City Administrator Michelle Fischer, Planning Director Jon Thompson, and Assistant City Attorney Theresa Pham. Reconvened to the regular meeting at 6:08pm. III. PLEDGE OF ALLEGIANCE – Planning Director Jon Thompson leads the Pledge of Allegiance. IV. PRESENTATION OF CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Mayor. The Mayor and City Council may establish a time limit as necessary. – Dripping Springs Chamber of Commerce Executive Director Sherrie Parks states that the Texas House and Senate passed the resolution naming Dripping Springs as the Wedding Capital of Texas, and the Chamber has created a new website called Destination Dripping Springs. 1 V. CONSENT ITEMS The following items are anticipated to require little or no individualized discussion due to their nature being clerical, ministerial, mundane or routine. In an effort to enhance the efficiency of City Council meetings, it is intended that these items will be acted upon by the City Council with a single motion because no public hearing or determination is necessary. However, a City Council Member or citizen may request separate deliberation for a specific item, in which event those items will be removed from the consent agenda prior to the City Council voting on the consent agenda as a collective, singular item. Prior to voting on the consent agenda, the City Council may add additional items that are listed elsewhere on the same agenda. A. Approval of Regular Meeting Minutes, May 12, 2015 Council Member Santos Alba motions to approve consent items. Council Member Charles Busbey seconds. VOTE: 5-0 in favor, motion passes. VI. BUSINESS Consideration and Possible Action On: A. Report from Dripping Springs Chamber of Commerce on First Thursday Special Event held on May 7, 2015 – Dripping Springs Chamber of Commerce Executive Director Sherrie Parks presents the report to Council. No action taken. B. Application for a Special Event Co-Sponsorship Agreement between the City of Dripping Springs and the Dripping Springs Chamber of Commerce for First Thursday (Sponsor: Mayor Pro Tem Foulds) 1. Staff Report – City Administrator Michelle Fischer, report on file. Staff recommends approval of the Co-Sponsorship Agreement. 2. Co-Sponsorship Agreement – Council Member Santos Alba motions to approve the Co-Sponsorship Agreement. Council Member Wade King seconds. Council discusses food trucks at the event and participating merchants. VOTE: 5-0 in favor, motion passes. C. Possible Application by the City of Dripping Springs to the Lower Colorado River Authority's Community Development Partnership Program (Sponsor: Councilman Wade King) 1. Staff Report – City Administrator Michelle Fischer, report on file. Council directs staff to pursue preparing an application for their review at a future meeting to include funds for a toddler playscape at Founders Memorial Park or for a pavilion and associated improvements at Charro Ranch Park. They indicate that the pavilion may be a better project because it is shovel ready since the materials are in the budget and it has already been issued a building permit. D. Report on Amended City-Wide Trail Plan 1. Staff Report – City Administrator Michelle Fischer, report on file. No action taken. E. Ordinances No. 1530.60: An Ordinance of the City of Dripping Springs Creating the Founders Memorial Park Committee 1. Staff Report 2  2. Public Hearing 3. Ordinance 1530.60 F. Ordinance No. 1530.80: An Ordinance of the City of Dripping Springs Creating the Skate Park Committee 1. Staff Report 2. Public Hearing 3. Ordinance 1530.80 Mayor Pro Tem Bill Foulds motions to table Ordinances 1530.60, 1530.70 and 1530.80 and directs staff to prepare an estimate of what it will cost the city for staff to spend time on the new Committees, what our expectations and specific responsibilities of committees will be and to put the ordinances on a future agenda once those tasks are completed. Council Member Santos Alba seconds. Council discusses the purpose of the committees and costs associated with creating them. VOTE: 5-0 in favor, motion passes. VII. ANNOUNCEMENTS A.
