City Council Meeting Minutes A regular meeting of the City of Dripping Springs City Council was held Tuesday, March 22 2016, beginning at 6:00 PM at City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL - 6:00 p.m. Mayor & City Council Members/Board of Adjustment Mayor Todd Purcell Mayor Pro Tem Bill Foulds Council Member Santos Alba Council Member Charles Busbey Council Member Wade King Council Member John Kroll City Staff/Appointed Officials City Administrator Michelle Fischer Deputy City Administrator Ginger Faught Director of Public Works and Development Rick Coneway Code Enforcement Manager Jon Thompson City Secretary Kerri Craig Mayor Todd Purcell calls the meeting to order at 6:02pm. All present. II. PLEDGE OF ALLEGIANCE – Council Member Charles Busbey leads the Pledge of Allegiance. III. EXECUTIVE SESSION The City Council for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). Consultation with City Attorney Regarding Process and Procedures for Formalizing Structure of Public Works, Building Design, Land Development Services and Permitting Departmental Functions with Code Enforcement, Including Septic and Health Inspections and Personnel Allocation (551.071 Consultation with City Attorney and 551.074 Personnel Matters) B. Citizens wishing to speak shall do so after being recognized by the Mayor. The Mayor and City Council may establish a time limit as necessary. Cliff Holdridge from First Baptist Church discusses the activities the church is involved with in the community; Margaret Foster discusses an article about the growth in Dripping Springs, the possibility of Dripping Springs becoming Home Rule, and the City taking over the Dripping Springs Water Supply Corporation. V. CONSENT ITEMS The following items are anticipated to require little or no individualized discussion due to their nature being clerical, ministerial, mundane or routine. In an effort to enhance the efficiency of City Council meetings, it is intended that these items will be acted upon by the City Council with a single motion because no public hearing or determination is necessary. However, a City Council Member or citizen may request separate deliberation for a specific item, in which event those items will be removed from the consent agenda prior to the City Council voting on the consent agenda as a collective, singular item. Approval of Request for Waiver of Park Rental Fees for City Wide Youth Event at Founders Memorial Park on April 9, 2016, Cliff Holdridge, First Baptist Church - Dripping Springs J. Approval of Resolution 2016-22: A Resolution of the City of Dripping Springs Approving and Accepting Construction Bond for Headwaters Barton, Phase I Public Improvements. Public Hearing on Proposed Annexation for Inclusion of the Following City-Owned Property into the City of Dripping Springs Corporate City Limits: Namely 25.7398 acres out of Anarene Investments Tract (Special Warranty Deed Recorded as Document 2015-15012756, OPR Book, Volume 5200, Page 887), and 5.394 acres out of the Cannon Family Tract (Special Warranty Deed Recorded as Document 2012-12030541, OPR Book, Volume 4467, Page 508) – No one speaks. Council Member John Kroll recuses himself from Business agenda item B due to a potential conflict of interest. B. Preliminary Briefing on the Proposed Planned Development District for the Heritage project, that being approximately 189 acres located within the extraterritorial jurisdiction of Dripping Springs, in Hays County, Texas, commonly known as “Heritage Subdivision” Michelle Lynch and Sean Compton provide a presentation. No action taken. C. Public hearing to receive public comments regarding a petition received by the City of Dripping Springs, Texas, filed by SLF IV Property GP, LLC requesting creation of the Heritage Public Improvement District, (“PID”), approximately 189 acres, generally bounded by Ranch Road 12 near the northeast perimeter of the property; Old Fitzhugh Road near the eastern perimeter; Walnut Springs Elementary School in the southwestern corner; Dripping Springs Youth Sports Association Fields near the southwest perimeter; Dripping Springs High School along the western perimeter; and in close proximity to Springlake Drive at the northern perimeter, located in the City of Dripping Spring’s Extraterritorial Jurisdiction. – No one speaks. Mayor Pro Tem Bill Foulds motions to continue the public hearing and postpone it until the May 10, 2016 meeting. Council Member Charles Busbey seconds. Vote 4-0 in favor, motion passes. D. Resolution 2016-19: A Resolution of the City of Dripping Springs authorizing and creating the Heritage Public Improvement District in approximately 189 acres, generally bounded by Ranch Road 12 near the northeast perimeter of the property; Old Fitzhugh Road near the eastern perimeter; Walnut Springs Elementary School in the southwestern corner; Dripping Springs Youth Sports Association Fields near the southwest perimeter; Dripping Springs High School along the western perimeter; and in close proximity to Springlake Drive at the northern perimeter. located in the City of Dripping Spring’s Extraterritorial pursuant to Chapter 372 of the Texas Local Government Code.
