MINUTES OF THE CITY COUNCIL
Tuesday, August 15, 2017 at 5:00 p.m.
A Regular Meeting of the City Council of the City of Dripping Springs, Texas, was held on
Tuesday, August 15, 2017 at 5:00 p.m., in the Council Chambers located at City Hall, 511
Mercer Street, Dripping Springs, Texas.

With a quorum of the City Council present, Mayor Purcell called the meeting to order at 5 :00
p.m.
The City Secretary announced that items IX. C and D have been pulled from the agenda for
consideration, and will be brought before the City Council at a later date.
WORKSHOP
A. Workshop on Proposed Fiscal Year 2018 City of Dripping Springs Budget, and Ad Valorem
Tax Rate.
Mayor Purcell opened the Workshop for discussion.

Gina Gillis presented a recap on items discussed at the August 8, 2017 City Council
Workshop. She continued to discuss items in the budget regarding transportation, emergency
management, holiday lighting, wastewater, and fleet acquisition.
Emergency Management Commission Chair Bonnie Humphrey spoke regarding items in the
Emergency Management budget, and the importance of building a communication and
infrastructure foundation for the Emergency Management Program.
City Council discussed the Ad Valorem Tax Rate and decided to take action during the
Regular Meeting.
No action or vote was taken during the Workshop.
Mayor Purcell recessed the meeting at 6:08 p.m., and reconvened into open session at 6: 18
p.m. Mayor Purcell led the Pledge of Allegiance.
PRESENTATION OF CITIZENS
Mayor Purcell opened the meeting for public comment on items not listed in the regular
posted agenda.
Kathy Reinstra spoke regarding parking and traffic issues at the athletic stadium.
CONSENT ITEMS
Mayor Purcell read the Consent Items. All Consent Items are approved by one vote.
A. Ordinance No. 1225.04: An Ordinance of the City of Dripping Springs, Texas
Adopting the Official City Maps of Incorporated Municipal Boundaries (City
Limits) and Extraterritorial Jurisdiction; Requesting that Copies of the Maps Be
Filed in the Offices of the City Secretary and City Engineer; Providing for: Findings
of Fact; Effective Date: Severability; Repealer; and Proper Notice and Meeting.
B. Approval of Amendment to Engineering Services Agreement Task Order No. 3
Roger Hanks Parkway Extension Alternatives between City of Dripping Springs
and HDR Engineering, Inc.
Mayor Pro Tern Foulds motioned to approve the Consent Items. Council Member King
seconded the motion, which carried unanimously 4 to 0.
ZONING
Consideration and possible action on:
A. Ordinance No.1220.124: Zoning request and ordinance enacting Planned
Development District (PDD) # 5, commonly known as "Heritage Subdivision."
The area is approximately 189 acres, generally bounded by Ranch Road 12 near
the northeast perimeter of the property; Old Fitzhugh Road near the eastern
perimeter; Walnut Springs Elementary School at the southwestern corner;

Dripping Springs Youth Sports Association Fields near the southwest perimeter;
Dripping Springs High School along the western perimeter; and in close
proximity to Springlake Drive at the northern perimeter. SLF IV-Dripping
Springs JV, L.P. and Bob White Investments, LP, Applicants
Laura Mueller announced that no action is to be taken on this item, as the property
has not been annexed.
Mayor Purcell opened the Public Hearing for comment. Hearing none, the Public
Hearing was closed.
Mayor Pro Tern Foulds motioned to postpone the item to the October 10, 2017 City
Council meeting. Council Member Crow seconded the motion, which carried
unanimously 4 to 0.
BUSINESS
Consideration and possible action on:
A. Annexation and Development Agreement between the City of Dripping Springs
and SLF IV - Dripping Springs JV, L.P. and BobWhite Investments, LP for
Heritage Subdivision, approximately 189 acres located in the ETJ, generally
bounded by Ranch Road 12 near the northeast perimeter of the property; Old
Fitzhugh Road near the eastern perimeter; Walnut Springs Elementary School
in the southwestern corner; Dripping Springs Youth Association Fields near the
southwest perimeter; Dripping Springs High School along the western
perimeter; and in close proximity to Springlake Drive at the northern perimeter.

Springs with HDR Engineering, Inc. for Engineering and Surveying support
services for TIRZ Projects.

Springs and McCann Adams Studio for Architect and Land Planning support

E. Heritage Annexation Public Hearing # 2 for the purpose of receiving public

F. Resolution No. 2017-59: Heritage - The City of Dripping Springs, Texas
proposes to institute proceedings to voluntarily annex approximately 189 acres in
the City's extraterritorial jurisdiction in Hays County, Texas commonly known
as Heritage Subdivision.
Mayor Pro Tern Foulds motioned to approve Resolution No. 2017-59. Council
Member Manassian seconded the motion, which carried unanimously 4 to 0.
G. Ordinance No. 1803.90: An ordinance of the City of Dripping Springs, Texas
to voluntarily annex under Chapter 212 of the Texas Local Government Code
approximately 189 acres in the City's extraterritorial jurisdiction in Hays
County, Texas commonly known as Heritage Subdivision.
A Public Hearing was opened for comments. Hearing none, the Public Hearing was
closed.
A motion was made by Mayor Pro Tern Foulds to postpone the item to the October
10, 2017 City Council meeting. Council Member Crow seconded the motion, which
carried unanimously 4 to 0.
H. Resolution No. 2017-60: A Resolution of the City of Dripping Springs in Hays
County, Texas, Accepting a Petition for Voluntary Annexation and Setting
Times, Dates, and Place for Public Hearings for the Proposed Annexation of a
Tract of Land Totaling Approximately 16.0118 Acres, under Provisions of
Chapter 43 in the Texas Local Government Code, and Described as Follows:

16.0118 Acres of Land out of the Thomas R. Jackson League, Abstract No. 9, in
Hays County, Texas, Being That Certain Tract or Portion of Land Conveyed to
Roberta Crenshaw by Deed Recorded in Volume 469, Page 263 of the Real
Property Records of Hays County, Texas.
A motion was made by Mayor Pro Tern Foulds to approve Resolution No. 2017-60.
Council Member Crow seconded the motion, which carried unanimously 4 to 0.
I. Proposal for Professional Engineering Services from Stantec Consulting
Services, Inc for Federal Emergency Management Agency Appeal Related to
Walnut Springs Tributary in Dripping Springs, TX.
Ginger Faught discussed the designation and appeal process for Federal Emergency
Management Agency floodplain mapping. City Council requested that Bonnie
Gonzalez post this information on the City's Public Relations outlets - Twitter,
Facebook, and City website.
Chad Fox spoke regarding the item.
Mayor Pro Tern Foulds motioned to authorize the City Administrator to execute an
agreement for Professional Engineering Services with Stantec Consulting Services,
Inc. Council Member King seconded the motion, which carried 3 to 1, with Council
Member Crow opposed.
J. Change Order No. 3 to Construction Contract between the City of Dripping
Springs and TTE, LLC for Amendment 1 Wastewater Treatment Plant
Improvements.
Ginger Faught discussed that the Change Order is regarding the table chlorination
treatment.
Mayor Pro Tern Foulds motioned to approve the change order. Council Member
Crow seconded the motion, which carried unanimously 4 to 0.
K. Creation and Job Description for City of Dripping Springs Parks and
Community Services Director.
Michelle Fischer discussed the job description and the duties that will be assigned to
the prospective Parks and Community Services Director, and that the Parks and
Recreation Committee recommended approval of the job creation. Without objection
from the City Council, Mayor Purcell directed staff to post and begin accepting
applications for the position.
EXECUTIVE SESSION
The City Council recessed into Executive Session at 6:44 p.m. in accordance with the
authority contained in the Texas Government Code §551.071, to consult with the City

Attorney, §551.072, to discuss real estate transactions, and §551.074, to discuss personnel
matters specifically as:
A. Deliberation regarding the potential purchase of all or a portion of real property
related to the Transportation Plan. (551 :072 Purchase, Exchange, Lease or Value of
Real Property).
B. Consultation with City Attorney regarding the Proposed Settlement Agreement
between the City of Dripping Springs, the City of Austin and other Parties
regarding Texas Pollutant Discharge Elimination System Permit No. WQ001448803
(551.071 Consultation with City Attorney).
C. Deliberation regarding Personnel Matters related to salaries, benefits, job
descriptions and compensation of specific employees: City Administrator, Deputy
City Administrator, City Secretary, Parks and Community Services Director, Public
Works Director, Building Permit Coordinator, Utilities Coordinator, Receptionist,
Communications Coordinator, Information Technology Coordinator, City Planner,
Planning Assistant, Administrative Assistant, City Treasurer, Accounting Clerk,
Maintenance Director, Dripping Springs Ranch Park Manager, Dripping Springs
Ranch Park Maintenance Workers, Emergency Planning Coordinator, and
Maintenance Workers (551.074 Personnel Matters).
No vote or action was taken during Executive Session.
The City Council reconvened into Open Session at 7:58 p.m.
Mayor Pro Tern Foulds motioned to create a position titled Utility Clerk and instructed
staff, with the participation of the Mayor, to create the duties and function of the position.
Council Member Manassian seconded the motion, which passed unanimously 4 to 0.
Council Member Crow motioned TAX NOTIFICATION LANGUAGE @ .19, and
seconded by Council Member King. The motion carried unanimously 4 ayes to Onays.
ADJOURN
A motion was made by Mayor Pro Tern Foulds to adjourn the meeting, and seconded by Council
Member Crow. The motion carried unanimously 4 ayes to Onays.
