MINUTES OF THE CITY COUNCIL
Tuesday, September 5, 2017 at 6:30 p.m.
A Special Meeting of the City Council of the City of Dripping Springs, Texas, was held on
Tuesday, September 5, 2017 at 6:30 p.m., in the Council Chambers located at City Hall, 511
Mercer Street, Dripping Springs, Texas.
City Council Members present were:
Mayor Todd Purcell
Mayor Pro Tern Bill Foulds
Council Member Travis Crow
Council Member Wade King
Council Member John Kroll
Council Member Taline Manassian
City Staff and Appointed Officials present were:
City Administrator Michelle Fischer
City Secretary Andrea Cunningham
City Engineer Rick Coneway
With a quorum of the City Council present, Mayor Purcell called the meeting to order at 5:30
p.m.
Emergency Item Pursuant to Government Code Section 551.045 due to unforeseen
circumstances related to Hurricane Harvey and the potential sheltering of animals at
Dripping Springs Ranch Park due to emergency relocation of persons and animals to
Dripping Springs. Discuss and consider action on plan for sheltering animals at Dripping
Springs Ranch Park for Hays County and other groups on an emergency basis.
Kay Allen and Lynne Dickinson presented the item. Kay discussed that DSRP will be taking in
animals displaced due to Hurricane Harvey outside of the normal refugee sheltering program.
Lynne discussed the new forms created to track intake.
Mayor Pro Tern Foulds motioned to approve the sheltering of pets on request of Hays
County, other groups, and individuals at DSRP and to allow fee waivers to be approved by
Lynne Dickinson when necessary for emergency evacuations related to the current disaster.
Council Member King seconded the motion, which passed unanimously 5 to 0.
WORKSHOP
Mayor Purcell opened the workshop for discussion.
A. Presentation on the Westwood Public Improvement District (PID).

Dottie Palumbo presented the item.
Tally Williams gave an update on the status of the PID Finance Agreement.
Jon Snyder discussed the Service and Assessment Plan.
Bart Fowler discussed Indenture.
Julie Houston discussed the Role of Disclosure Counsel.
No vote or action was taken on this item.
EXECUTIVE SESSION
The City Council recessed into Executive Session at 6: 44 p. m. in accordance with the
authority contained in the Texas Government Code §551.071, to consult with the City
Attorney, §551.072, to discuss real estate transactions, and §551.074, to discuss personnel
matters specifically as:
A. Consultation with City Attorney Regarding Legal Requirements and Procedures for
financing improvements benefitting the Westwood Subdivision including but not
limited to a Public Improvement District Finance Agreement, Service and
Assessment Plan, Indenture, and Preliminary Offering Memorandum (551.071
Consultation with City Attorney)
B. Consultation with City Attorney regarding disclosure counsel services for retention
of Disclosure Counsel for the Westwood Subdivision (551.071 Consultation with
City Attorney)
No vote or action was taken during Executive Session.
The City Council reconvened into Open Session at 7:58 p.m., and continued with the
agenda as posted.
BUSINESS
A. Approval of Professional Services Agreement between the City of Dripping Springs
and Julie Houston, Andrews Kuth, for Disclosure Counsel Services
Council Member Manassian motioned to authorize the Mayor, or his representative, to
execute an agreement for Disclosure Counsel Services with Julie Houston to include certain
provisions, and subject to final approval by the City Attorney. Council Member Kroll
seconded the motion, which carried unanimously 5 to 0.
Council Member Kroll excused himselffrom the remainder ofthe meeting at 7: 15 p. m.

Dottie Palumbo continued discussion regarding Westwood PID documents.
True Davenport spoke regarding the underwriting process.
Andre Ayala discussed next steps.
XI. ADJOURN
Council Member King motioned to adjourn the meeting. Council Member Crow seconded
the motion, which carried unanimously 4 to 0.
This Regular City Council meeting adjourned at 7:25 p.m.

of $0.19 per $100.00 Assessed Valuation of all taxable property within the corporate
limits of the city
B. Christmas on Mercer Street Facilities Use Agreement between the City of Dripping
Springs and the Dripping Springs Lions Club
C. Approval of Contractor Agreement between the City of Dripping Springs and
Pavement Restoration, Inc. for asphalt surface maintenance
D. Approval of Wallace Street and Old Fitzhugh Road Improvements Specifications
and Authorization for City Staff and Mayor to Select Contractor and Execute
Contractor Agreement
E. Update on the Emergency Management animal relocation to Dripping Springs
Ranch Park
V. EXECUTIVE SESSION
The City Council for the City ofDripping Springs has the right to adjourn into executive
session at any time during the course of this meeting to discuss any matter as authorized by
Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072
(Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations),
551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086
(Economic Development). The City Council for the City ofDripping Springs may act on any
item listed in Executive Session in Open Session or move any item from Executive Session to
Open Session for action.
