MINUTES OF THE CITY COUNCIL
Tuesday, September 26, 2017 at 5:30 p.m.
A Special Meeting of the City Council of the City of Dripping Springs, Texas, was held on
Tuesday, September 26, 2017 at 5:30 p.m., in the Council Chambers located at City Hall, 511
Mercer Street, Dripping Springs, Texas.
City Council Members present were:
Mayor Pro Tern Bill Foulds
Council Member John Kroll
Council Member Taline Manassian
Council Member Travis Crow
City Council Members absent were:
Mayor Todd Purcell
Council Member Wade King
City Staff and Appointed Officials present were:
City Administrator Michelle Fischer
Deputy City Administrator Ginger Faught
City Secretary Andrea Cunningham
City Treasurer Gina Gillis
Assistant City Attorney Laura Mueller
With a quorum of the City Council present, Mayor Pro Tern Foulds called the meeting to order at
5:30 p.m.
BUSINESS
Consideration and Possible Action on:
H. Ordinance No. 1110.18: Reconsideration and Adoption of the Property Tax increase
reflected in the Adopted Annual Budget for Fiscal Year 2017-2018
1. Reconsideration of vote taken at the Regular City Council meeting of September
19, 2017
A motion was made by Council Member Kroll to reconsider the vote taken on this
item at the Regular City Council meeting of September 19, 2017. Mayor Pro Tern
Foulds seconded the motion, which carried unanimously 4 to 0.

2. Staff Report
Gina Gillis presented the staff report and explained to the City Council that there
was a communication error when entering the appropriate information regarding
the effective tax rate increase for Maintenance and Operations.
3. Tax Levy Ordinance No. 1110.18
Mayor Pro Tern Foulds announced that this vote is in addition to and separate
from the vote to adopt the budget. This vote is to adopt that the property tax
increases the tax revenue to support the budget for this fiscal year.
A motion was made by Council Member Kroll that the property tax rate be
increased by the adoption of a tax rate of nineteen cents, which is effectively a
15.57 percent increase in the tax rate. Council Member Crow seconded the
motion, which carried unanimously 4 to 0 in a roll call vote.
A motion was made by Council Member Crow to recess into Executive Session. Council
Member Kroll seconded the motion, which carried unanimously 4 to 0.
The City Council recessed into Executive Session at 5 :35 p.m.
EXECUTIVE SESSION
The City Council for the City of Dripping Springs has the right to adjourn into executive session
at any time during the course of this meeting to discuss any matter as authorized by Texas
Government Code Sections 551.07 (Consultation with an Attorney), 551.072 (Deliberations
about Read Property), 551.073 (Deliberations about Gifts and Donations). 551.074 (Personnel
Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic
Development). The City Council for the City of Dripping Springs may act on any item listed in
Executive Session in Open Session or move any item from Executive Session to Open Session for
action.
A. Deliberate pending/contemplated litigation, settlement offer(s), and matters
concerning privileged and unprivileged client information deemed confidential by
Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance
with Section 551.071, of the Texas Government Code.
1. Proposed Settlement Agreement between the City of Dripping Springs, the City of
Austin and other Parties regarding Texas Pollutant Discharge Elimination System
Permit No. WQ00 1448803
2. Allocation of Wastewater Capacities and Potential Alternatives and Options to
Currently Planned Wastewater Discharge Permitting Plans, Including Potential
Additional Area Needed to Meet Wastewater Service Needs
City Council met in Executive Session from 5:35 p.m. -6:15 p.m.
No vote or action was taken in Executive Session.

ADJOURN
A motion was made by Council Member Kroll to adjourn the meeting. Council Member Crow
seconded the motion, which carried unanimously 4 to 0.
This special meeting adjourned at 6: 15 p.m.
