I. A Proclamation proclaiming April 2018, as "Child Abuse & Sexual Assault Awareness & Prevention Month" Sponsor: Council Member King Council Member King read and presented the proclamation to representatives of the Hays-Caldwell Women's Shelter. Dan O'Brien spoke regarding the activities of the organization. B. A Proclamation proclaiming Tuesday, April 10, 2018 as "Sherrie Parks Day" Sponsor: Council Member Manassian Council Member Manassian read the proclamation. VII. PRESENTATION OF CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Mayor. The Mayor and City Council establish a time limit of two (2) minutes per speaker, for a total of thirty (3) minutes. The Mayor and City Council may extend the session. Angie Bigham spoke regarding her Shaved Ice food trailer on Mercer Street. John Kroll spoke regarding the Dripping Springs ISD Bond Election. VIII. CONSENT ITEMS The following items are anticipated to require little or no individualized discussion due to their nature being clerical, ministerial, mundane or routine. In an effort to enhance the efficiency of City Council meetings, it is intended that these items will be acted upon by the City Council with a single motion because no public hearing or determination is necessary. However, a City Council Member or citizen may request separate deliberation for a specific item, in which event those items will be removed from the consent agenda prior to the City Council voting on the consent agenda as a collective, singular item. StaffReport Anjali Naini presented the staff report which is on file. Staff recommends postponement, or approval of the conditional use permit with the following conditions: 1. Allow maximum of five (5) total mobile food vendors on site instead of the requested nine (9) originally requested due to concerns with congestion, on-site parking and circulation issues since the site is small at approximately 0.86 acre; 2. Applicant should still be required to provide same amount of parking as shown in site development plan for the 9 mobile food vendors; 3. Applicant shall comply with all other provisions of original CUP effective April 12, 2017; 4. Staff may request reduction in number of mobile food vendor trailers should the additional trailers pose a health/safety risk as determined by staff and/or ESD, or if staff should find Applicant in non-compliance with provisions of CUP; 5. Applicant shall work with staff to ensure proposed placement/configuration of trailers on site is appropriate for the site; 6. Revised Site Development Plan must be resubmitted to address all of staff comments; and will need to be amended to remove any number of mobile food vendor trailers as approved per P&Z and City Council recommendations; 7. CUP shall not be e4ffective until Site Development Plan has been approved by staff, P&Z, and City Council; and 8. Should this CUP be issued and subsequently revoked by staff, the CUP effective April 12, 2017 shall remain in effect until period described by said CUP. 3. Council Member King seconded the motion which carried unanimously 5 to 0. Filed as Ordinance No. 2018-09. X. BUSINESS Consideration and Possible Action On: A. Selection of two candidates for the Dripping Springs Water Supply Corporation Board of Directors for terms to expire April 30, 2020, and direction to the City Secretary to submit selection to the Dripping Springs Water Supply Corporation Sponsor: Mayor Pro Tem Foulds Andrea Cunningham presented the staff report. A motion was made by Mayor Pro Tern Foulds to select candidates Mark Key and Rex Miller for the Dripping Springs Water Supply Corporation Board of Directors for terms to expire April 30, 2020 and directed the City Secretary to submit selection to the Dlipping Springs Water Supply Corporation. Council Member King seconded the motion which carried 3 to 1 to 1, with Council Member Manassian opposed and Council Member Crow abstaining. B. A Professional Services Agreement between the City of Dripping Springs and Capitol Market Research for a Market Study in regards to the TIRZ Town Center Project A motion was made by Council Member Kroll to postpone the item to the Regular City Council meeting on April 17, 2018. Council Member Manassian left the Council Chambers and did not return until after the vote was taken. Chad Gilpin presented the staff report which is on file. Staff recommends acceptance of the study and engineer recommendations. A motion was made by Mayor Pro Tern Foulds to accept the Stantec FEMA Drainage Appeals Study Report and Approval of City Engineer Recommendations related to the FEMA Floodplain Map Appeal.
