A Special Meeting of the City Council of Dripping Springs, Texas was held Tuesday, September 24, 2018
beginning at 5:30 p.m., in the Council Chambers located at City Hall, 511 Mercer Street, Dripping Springs,
Texas.
I. CALL TO ORDER AND ROLL CALL

With a quorum present, Mayor Purcell called the meeting to order at 5:32 p.m.
II. BUSINESS
Without objection from the City Council, and at the request of Mayor Pro Tem Foulds, Mayor
Purcell heard Business Item I out of order, and first on the Business Agenda.
I. Discuss and Consider Approval of a Resolution Approving and Consenting to the filing
of an Application for Financial Assistance to the Texas Water Development Board;
Designating an Authorized Representative and Authorizing that Representative to
Execute and Submit any documents as may be prudent or necessary to complete the
application (Sponsor: Mayor Pro Tem Foulds)
Chris Lane presented the staff report. Staff recommends approval of item.
A motion was made by Mayor Pro Tem Foulds to approve a Resolution Approving and
Consenting to the filing of an Application for Financial Assistance to the Texas Water
Development Board; Designating an Authorized Representative and Authorizing that

complete the application. Council Member King seconded the motion which carried
unanimously 5 to 0.

A. Discuss and Consider A pproval of a R esolution Establishing Priorities for the 85th
Legis lative Session in Texas, and Authoriz ing Representation of the M unicipality in

Laura Muel ler presented the staff report. Documents regarding this item are on fi le and
available for review. Changers regarding annexation, population and signs were made from
the priorities of the previous session.
A motion was made by Council Member Kro.11 to approve a Resolution Establishing Priorities
for the 85th Legislative Session in Texas, and Authorizing Representation of the
Municipality in Advocating Certain Positions with the addition to clarify the use of Hotel
Occupancy Tax (HOT) proceeds for operations and management of parks and trails,
specifically the Dripping Springs Ranch Park. Council Member Crow seconded the motion
which carried unanimously 5 to 0.
The C ity Council directed the C ity Attorney to request the Texas Municipal League to
support legislatio n regarding the regulation and en forcement of sign ordinances; the authority
to annex an area upon petition of owners, including increasing the population bracket or
removing it entirely; and the authority to expend HOT on all convention center employees
and trails and sidewalks that connect historic and tourist sites.

A motion was made by Council Member Kroll to approve an Ordinance of the City of
Dripping Springs, Texas, setting and approving the Municipal Budget for Fiscal Year 20 18-
20 19. Council Member King seconded the motion which carried 5 to O via roll call vote.

C. Discuss and Consider Approval of a Resolution of the City of Dripping Springs, Texas,
Ratifying the Municipal Budget for Fiscal Year 201 8-2019; Funding Municipal
Purposes; Authorizing Expenditures; Filing of Budget; Repealer; Severability;
Effective Date; and Proper Notice
Mayor Purcell announced that this vote is in addition to and separate from the vote to adopt
the budget. This vote is to ratil) 1 that the property tax increases the tax revenue to support
the budget for this fiscal year.
A motion was made by Counci l Member Kroll to approve a Resolution of the City of
Dripping Springs, Texas, Ratifying the Municipal Budget fo r fisca l Year 2018-20 19;
Funding Municipal Purposes; Authorizing Expenditures; filing of Budget; Repealer;
Severability; Effective Date; and Proper Notice. Council Member K ing seconded the motion
which carried 5 to 0 via roll call vote.

D. Discuss and Consider Approval of an Ordinance of the City of Drippin g Springs, Texas,
Approving the 2018 Ad Valorem Tax Rate and Levy of Nineteen Hundredths Cents
($0.J 9) per One Hundred Dollars (Sl00.00) of Assessed Valuation of all Taxable
Property within the Corporate City Limits of the City; Providing for Penalties and
Interest; and Providing for the Following: Findings of Fact; Severability; Savings
Clause; Publication and Effective Date
Mayor Purcell airnounced that this vote is in addition to and separate from the vote lo adopt
the budget. This vote is to adopt that the property tax increases the tax revenue to support
the budget for this fiscal year.
A motion was made by Council Member Kroll to increase the property tax rate by the
adoption of a property tax rate of $0. 19 per one hundred dollars ($100) of assessed valuation,
which is effective a 5.26 percent (5.26%) increase in the tax rate. Council Member King
seconded the motion which carried 5 to 0 via roll call vote.

E. Discuss and Consider the Authorization of the Dripping Sp rings Ranch Park Manager
to Purchase a Tractor and Stall Vacuum as Approved in the Fiscal Year 2018-2019
Budget (Sponsor: Mayor Purcell)
Lynne Dickinson presented the staff report which is on file.
A motion was made by Council Member King to authorize the Dripping Springs Ranch Park
Manager to Purchase a Tractor and Stall Vacuum as Approved in the Fiscal Year 2018-2019
Budget. Council Member Kroll seconded the motion which carried unanimously 5 to 0.

F. Discuss and Consider Approval of the Funding Agreement for Fiscal Year 2019 Hotel
Occupancy Tax Grant Program between the City of Dripping Springs and the Dripping
Springs Son61"\vritcrs Festival, LLC (Sponsor: Mayor Pro Tem Foulds)
A motion was made by Mayor Pro Tern Foulds lo approve a Funding Agreement for Fiscal
Year 201 9 Hotel Occupancy Tax Grant Program between the City of Dripping Springs and
the Dripping Springs Songwriters Festival, LLC. Council Member Manassian seconded the
motion which can-ied unanimously 5 to 0.
G. Discuss and Consider Approval of a Resolution Accepting a Maintenance Bond for
Street and Drainage Improvements in Founders Ridge Subdivision (Sponsor: Mayor
Pro Tem Foulds)
Ginger Faught presented the staff report. The bond is for street and drainage improvements
in the Founders Ridge Subdivision. Staff recommends approval of the item.
A motion was made by Council Member Kroll to approve a Resol ution Accepting a
Maintenance Bond for Street and Drainage Improvements in Founders Ridge Subdivision.
Council Member King seconded the motion which carried unanimously 5 to 0.

H. Discuss and Consider Approval of a Resolution Adopting a Water Conservation Plan
for the City's W astewater Service Arca (Sponsor: Mayor Pro Tem Foulds)
Ginger Faught presented the staff report. The City is required to adopt a Water Conservation
Plan on a periodic basis, and this item follows that requirement. Staff recommends approval
of the item.
A motion was made by Council Member King to approve a Resolution Adopting a Water
Conservation Plan for the C ity's Wastewater Service Area. Council Member Kroll second
the motion which carried unanimously 5 to 0.
