A Special Meeting of the City Council of Dripping Springs, Texas, was held Tuesday, March 5, 2019 at 6:00
p.m. in the City Hall Council Chambers, located al 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL

With a quorum of the City Council present, Mayor Pro Tern Foulds called the meeting to order at 6:03
p.m.
II. BUSINESS
A. Discuss and consider approval of an Ordinance of the City of Dripping Springs
voluntarily annexing approximately 14.018 acres of land, situated in the Benjamin F.
Hanna Survey No. 28, Abstract No. 222, Hays County, Texas, generally located on and
north of U.S. Highway 290, west of Bell Springs Road, and cast of Farrell Lane into the
City Limits the contiguous and adjacent tracts being an approximate 0.891 acre
portion of Hwy 290 right-of-way and an approximate 13.127 acres tract north of Hwy
290.

A motion was made by Council Member Kroll to approve an Ordinance of the City of
Dri pping Springs voluntari ly annexing approximately 14.018 acres of land, situated in the
Benjamin F. Hanna Survey No. 28, Abstract No. 222, Hays County, Texas, generall y located
on and north of U.S. Highway 290, west of Bell Springs Road , and east of Farrell Lane into
the C ity Limits the contiguous and adjacent tracts being an approximate 0.891 acre portion
of Hwy 290 ri ght-of-way and an approx imate 13.127 acres tract north of Hwy 290. Council
Member Crow seconded the motion which carried unanimously 5 to 0.

A motion was made by Mayor Pro Tcm r oulds to recess into Executive Session under Texas
Government Code Sections 551.071 , and 551 .072, and regarding items A - C listed in the Executive
Session Agenda, and Business Agenda Item B: Discuss and consider a Resolution of Support for
HB 2544 all owing the Voluntary A nnexation of Non-Contiguous Property in the Extraterritorial
J urisdiction. Council Member King seconded the motion which carried unanimously 5 to 0.

No action or vote was taken in Executi ve Session. Mayor Pro Tem foulcls returned the meet ing to
Open Session and continued with the Business Agenda at 6:59 p.m.

A motion was made by Council Member Kroll to approve a Resolution of Support fo r HB
2544 allowing the Voluntary Annexation of Non-Contiguous Property in the Extraterritorial
Jurisdiction. Council Member Crow seconded the motion which cmTied unanimously 5 to
0.
Filed as Resolution No. 20 l 9- R09.
A motion was made by Council Member Kroll to appoint City Admini strator Michelle Fischer,
Deputy City Administrator Ginger Faught, Council Member Taline Manassian and Mayor Pro Tem
Bill Foulds to the 86th Legisla ti ve Committee which will review pending bills in line with the City' s
previously adopted Legislative Strategies fo r the 86111 Legislature, and to authorize the Commi ttee
to draft and approve Resolutions of Support. Mayor Pro Tern Foulds seconded the motion which
carried unanimously 5 to 0.
lJI. EXECUTIVE SESSJON
The City Council .for the City of Dripping Springs has the right to adjoum into executive session at
any time during the course of this meeting to discuss any matter as authorized by Texas Government
Code Sections 551.07/ (Consultation with Allorney), 551.072 (Deliberations about Real Prop erty),
551.073 Deliberations about Gifis and Donations), 551.074 (Personnel Matters), 551.076
(Deliberations a bow Security Devices), and 551 . 086 (Econo mic Development). The Cily Council.for
the City ofDripping Springs may act on any item listed in E xecutive Session in Open Session or move
any ilem .from Executive Session to Open Session.for action.
