PRESENTATION OF CITIZENS A member of the public who desires to address the City Council regarding any item on an agenda for an open meeting may do so at presentation of citizens before an item or at a public hearing for an item during the City Council's consideration of that item. Citizens wishing to discuss matters not contained within the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers may not cede or pool time. Public hearing and decision regarding VAR2020-0007: Special Exception Application to consider a special exception request for the property located at 540 Goodnight Trail, Dripping Springs, TX 78620, (Legal Description: POUNDHOUSE HILLS SEC 2, BLOCK B, LOT 7, ACRES 1) A special exception to Chapter 30, Section 5.15.1 Fences in Residential Areas. The special exception would allow the applicant to construct an 8-12 foot tall fence. Applicant: Shawn Davis 1. Presentation Shawn Davis gave a presentation which is on file. 2. Staff Report Amanda Padilla presented the staff report which is on file. Staff recommends approval of the variance request with the following recommendations: • Fence along the 105' line indicated on the Site Plan limited to an eight foot (8') fence; • The additional 135' of the line indicated on the Site Plan height shall be measured from the natural grade high point on the Glosson Tract for a maximum height of six feet (6') above the natural grade high point; and • The total fence height at the property line shall not exceed twelve feet (12'). 3. Appointment Due to the ongoing administration of orders issued by the State, County and City regarding COVID-19 and Todd Purcell's extensive involvement in those discussions, Mayor Foulds nominates Todd Purcell for appointment as Council Member Place 3 for a term to expire May 2021. A motion was made by Council Member King to approve the appointment of Todd Purcell as Council Member Place 3 for a term to expire May 2021. Council Member Crow seconded the motion which carried unanimously 4 to 0. 2. Oath of Office & Statement of Office City Secretary Andrea Cunningham administrated the Oath of Office. C. Discuss and consider approval of Reopening Plan regarding Founders Memorial Pool Summer 2020 Operations. Kelly Schmidt presented the reopening plan which is on file. A motion was made by Council Member Crow to move forward with the Reopening Plan as presented and with guidelines that are in place at this time, knowing that the guidelines might change in the future; and that the item be placed on future agendas for review and update. Council Member King seconded the motion. Upon fmiher discussion, Council Member Crow and King withdrew their motion and second respectively. A motion was made by Council Member Crow to not open the pool this summer. The motion failed for lack of a second.
