Discuss and consider approval of the September 2, 2020 DSRP Board regular meeting minutes. A motion was made by Board Member Reeves to approve the September 2, 2020 DSRP Board regular meeting minutes. Board Member Carroll seconded the motion which carried unanimously 5 to 0. Chair Purcell opened the meeting to Public Comments. Carmel Daigh, Representative of the Harrison Hills HOA, introduced herself to the Board. Carl Dahlstrom, Representative of the Travis County Livestock Show spoke requesting use of the Event Center for January 14-16 and January 22 for their animal sale, and that staff hold those dates until December 1, 2020. Additionally, he will be requesting a 25% fee waiver as a non-profit and would like to seek any additional discounts. BUSINESS 2. Discuss and consider recommendation regarding a Proposal related to a Specific Use Schedule for DSRP Trails. Tina Adams presented the staff report which is on file. Staff recommends a weekly schedule rotating exclusive DSRP trail use between mountain bikes and equestrians as follows: • Monday, Wednesday, Friday and Saturday – Equestrian use only • Tuesday, Thursday and Sunday – Mountain Bike use only • Park patrons shall check in at the DSRP office via phone or in person. • Fees shall be collected by equestrians and bikers • Patrons arriving after hours shall drop payment in the exterior drop box A motion was made by Chair Purcell to approve the Specific Use Schedule for DSRP Trails as recommended by staff. Vice Chair Polk seconded the motion which carried unanimously 5 to 0. 3. Discuss and consider recommendation regarding a Fee Waiver Request for Dripping Springs High School Project Graduation Color Run Race Fundraiser to take place at the Dripping Springs Ranch Park. Emily Nelson presented the staff report which is on file. A motion was made by Vice Chair Terry Polk to recommend approval of a 25% Fee Waiver for Dripping Springs High School Project Graduation Color Run Race Fundraiser to take place at the Dripping Springs Ranch Park. Discuss and consider the formation of DSRP Board Committees and the Appointment of Committee Chairs. No action was taken on this item. Via unanimous consent, the Board tabled the item until the November 4, 2020 regular meeting. 5. Discuss and consider approval of the DSRP Board of Directors 2021 Annual Meeting Calendar. City Secretary Andrea Cunningham’s staff report is on file. A motion was made by Board Member Carroll to approve the DSRP Board of Directors 2021 Annual Meeting Calendar. Board Member Reeves seconded the motion which carried unanimously 5 to 0. EXECUTIVE SESSION The Dripping Springs Ranch Park Board of Directors for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The Dripping Springs Ranch Park Board of Directors for the City of Dripping Springs may act on any item listed in Executive Session in Open Session or move any item from Executive Session to Open Session for action. The Board did not meet in Executive Session.
