Emergency Management Commission Special Meeting Minutes January 4, 2018 at 4:00 p.m. A Special Meeting of the Emergency Management Commission was held Thursday, January 4, 2018 at 4:00 p.m. in the Board Room in the Dripping Springs ISD Administration Building located at 510 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members present were: Bonnie Humphrey, Chair Curt Marek, Vice Chair Kay Allen Scott Collard Gordon DeWitte Mike Jones Dillon Polk Commission Members absent were: Ron Hood Robert Lamb Bill Little With a quorum of the Commission present, Chair Humphrey called the meeting to order at 5:02 p.m. II. PLEDGE OF ALLEGIANCE Chair Humphrey led the Pledge of Allegiance to the Flag. III. PRESENTATION OF CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit as necessary. No on spoke during Presentation of Citizens. IV. MINUTES Discussion and possible action to be taken on: A. Approval of the Emergency Management Commission Meeting Minutes of October 19, 2017, January 4, 2018, and February 15, 2018 Emergency Management Commission April 19, 2018 Regular Meeting Minutes Page 1 of 3 A motion was made by Commission DeWitte to approve the meeting minute of October 19, 2017, January 4, 2018, and February 15, 2018. Commissioner Collard seconded the motion which carried unanimously 6 to 0. V. BUSINESS Discussion and Possible Action on: A. Emergency Management Plan for the City of Dripping Springs 2018 Founders Day Festival The Commission discussed the dates of the festival and staffing of the EMS booth by the Commission. Kay Allen will verify whether a quorum needs to be posted. B. Recommendation for City funding of certain facility upgrades at Dripping Springs Ranch Park and in accordance with the City's Emergency Management Program and the City's Continuity of Operations Plan A motion was made by Commissioner Collard to approve of the recommendation for City funding of certain facility upgrades at Dripping Springs Ranch Park and in accordance with the City's Emergency Management Program and the City's Continuity of Operations Plan with the following recommendations: 1. The City completes a Continuity of Operations Plan (COOP); 2. The COOP is inclusive of facility planning at a secondary location; 3. The COOP provides for adequate backup power and communication infrastructure to fulfill the objectives stated in the plan at both the primary and secondary location; and 4. The COOP provides for adequate funding to complete the power and communication infrastructure changes as outlined in the plan. Vice Chair Marek seconded the motion which carried unanimously 6 to 0. C. Discussion regarding changing the Emergency Management Commission to a Committee No discussion or action was take on this item. D. Discussion regarding Fiscal Year 2018-2019 Budget Requests Chair Humphrey will request current budget reports from City Treasurer, and Commissioners will begin reviewing and prepare to make recommendations at the next meeting. VI. REPORTS AND STANDING ITEMS The following reports relate to the planning and administration of the City's Emergency Management Commission's Program. No Action to be Taken. A. City Emergency Planning Coordinator Report Emergency Management Commission April 19, 2018 Regular Meeting Minutes Page 2 of 3 No discussion or action was taken on this item. B. Operations Subcommittee Report No discussion or action was taken on this item. C. Planning Subcommittee Report No discussion or action was taken on this item. D. Logistics Subcommittee Report No discussion or action was taken on this item. E. Finance Subcommittee Report Chair Humphrey will send an updated 2018 budget for the Commission to review at next meeting. F. Public Information Subcommittee Report No discussion or action was taken on this item. VII. ANNOUNCEMENTS A. Regular City Council Meeting, March 13, 2018, 5:30 PM workshop/6:30 PM meeting B. Regular City Council Meeting, March 20, 2018, 6:00 PM C. Regular Emergency Management Commission Meeting, April 19, 2018, 5:00 p.m. VIII. ADJOURN A motion was made by Commissioner Jones to adjourn the meeting. Commissioner Collard seconded the motion which carried unanimously 6 to 0.
