Regular Meeting Minutes
March 28, 2019 at 5:00 p.m.
A Regular Meeting of the Emergency Management Commission was held Thursday, March 28, 2019 at 5:00
p.m. in the Board Room in the Dripping Springs ISD Administration Building located at 510 Mercer Street,
Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:
Bonnie Humphrey, Chair
Kay Allen
Roman Baligad
Scott Collard
Gordon DeWitte
Ron Hood
Dillon Polk
Amy Roedl
Commissioner Members absent were:
Curt Marek
Bill Little, Vice Chair
Mike Jones
Robert Lamb
With a quorum of the Commission present, Chair Humphrey called the meeting to order at 5:06 p.m.
II. PLEDGE OF ALLEGIANCE
III. PRESENTATION OF CITIZENS
The floor is open for Citizens wishing to speak on items that are not on the posted agenda or do not
have a public hearing, and speakers are encouraged to sign in prior to speaking. Citizens wishing to
speak shall do so after being recognized by the Chair. The Chair may establish a time limit if
necessary. By law no action may be taken during Presentations of Citizens.
No one spoke during Presentation of Citizens.
V. REPORTS AND STANDING ITEMS
The following reports relate to the planning and administration of the City's Emergency Management
Commission's Program. No Action to be Taken.
A. Emergency Management Coordinator Report

• Update regarding meeting with Mayor and City Administration
• County training with Mayor and Commissioners

B. Operations Subcommittee
Precinct No. 4 Constable
• Active Shooter Drill planned for July
ESD No. 6
• Chief Collard consulting on legislation protecting volunteer firefighters from loss of
work when attending emergency calls
• Still working on County Wide Fire Code
• Ladder truck undergoing final customizations for May delivery
ESD No. 1
• 3rd ambulance now in service
C. Planning Subcommittee
• Prepping for HAM radio installation at EOC
• Planning for drill in November with tabletop exercise leading up to November drill
D. Logistics Subcommittee
• Roman Baligad to inventory existing MOUs/MOAs at City and County
• Still working on generator specs and acquisition
E. Finance Subcommittee
• Started Finance training. Module 1 complete in February, Module 2 scheduled for
April 2nd. Meeting with City Finance Staff on disaster policy March 28th. Created
notes for first draft.
• Time to start putting together 2019 Budget Requests
F. Public Information Subcommittee
• Will provide representatives and handouts at ESD No. 1 and No. 6 booths at the
Founders Day Event. Look for email regarding shirts and signups.

VII. ADJOURN
A motion was made by Commissioner Allen to adjourn the meeting. Commissioner DeWitte seconded
the motion which carried unanimously 8 to 0.
