Citizens wishing to discuss matters not contained within the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Commission. It is the request of the Commission that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. Anyone may request a copy of the City’s policy on presentation of citizens from the city secretary. By law, no action may be taken during Presentations of Citizens. There were no citizens requesting speak. MINUTES 1. Discuss and consider approval of the February 25, 2021 Emergency Management Commission regular meeting minutes. Commissioner Collard moved to approve the minutes from the April 15, 2021 regular meeting with the two spelling errors. Commissioner Allen seconded the motion which carried unanimously 8-0. BUSINESS 2. Discuss and consider possible action regarding the Emergency Management Commission Fiscal Year 2022 Budget request and recommendation. Commissioner Humphrey started the discussion by stating that $62,000 budget had been requested and asked about budgeting fuel cost for the fuel tanks. Commissioner Baligad stated that because the tanks will be a refueling point for city vehicles, the fuel cost will come from the CODS Maintenance Department’s budget. Commissioner Hood asked about a logging system to know who and how much fuel is being used. Commissioner Baligad said he is working with the Maintenance group on hard copy versus a digital locked system. The EMC group will have full access to whatever is decided. Commissioner Baligad is also looking into multi-fuel generators. At the end of the discussion a vote was taken to approve the budget for submittal. Commissioner Allen made a motion to approve. Commissioner DeWitte seconded the motion which carried unanimously 8-0. STANDING COMMITTEE REPORTS 3. Emergency Management Coordinator Report Roman Baligad, Emergency Management Coordinator • The first in person hybrid City Council meeting will be in May. The mayor and council will attend in person but a decision has not been made about the public. If a council Emergency Management Commission April 15, 2021 Regular Meeting Minutes Page 2 of 5  member does not want to attend in person, they will use the hybrid option. If the public wants to view the meeting, they can use zoom. • The First Medical trailer will be located at Ranch Park next week for vaccine distribution. They are waiting for the county to provide the vaccine. First doses will be on Mon.-Tues. Second doses on Wed.-Thurs of the following week. County and First Med. will publish on their websites. CODS will publish after they do. The county will provide cert. members to serve as volunteers. Currently vaccines are by appointment only. • Secured two 500-gallon fuel tanks from Arnold Oil. They will be located on the existing pad at Ranch Park along with a current tank which is used for equipment at Ranch Park. The Maintenance Department will be using fuel for city vehicles so the fuel will be fresh. Setting up a contract with Arnold Oil to come out weekly or bi-weekly to top off tanks. Cost of fuel will be in the Maintenance budget, but the EMC will be responsible for the cost of hoses, fuel nozzle and the electronic tracking system, if we go with that option. Arnold Oil gave us the tanks. The placement of the tanks will go before the Ranch Park Board on May 5 for approval. 4. Planning Committee Report • There is a room being considered for amateur ham radios in the county service building in San Marcos where EOC is located. They will have a TS 2000 radio like ours and this will give us the opportunity to cross train staff in both locations. 5. Finance Committee Report Covered in budget discussion. 6. Public Relations Committee Commissioner Allen had nothing to report. 7. Logistics Committee Report a) Generator Subcommittee Commissioner Baligad stated that in January council increased the EMC budget $12,000 for installation cost of the generator. Purcell Electric has purchased some of the parts needed and we are waiting for them to be installed. b) VOAD Subcommittee Chair Humphrey has contacted some of the local faith and civic communities trying to restart this process. So far, there are 5 or 6 organizations interested in coordinating. Hope to set up a meeting by the end of April for the groups to meet. United Methodist is on board. More promise of making this happen. An application for commission from Russell Paxton. He is a firefighter in Georgetown and has the background we need for the non-profit coordinator. Even though he is a first Emergency Management Commission April 15, 2021 Regular Meeting Minutes Page 3 of 5  responder who could be occupied during a disaster, he would be good at coordinating the efforts when he is not on duty. Good person to help us get machine organized and running. 8. Operations Committee Report Commissioner Collard reported for ESD 6. • It was a busy month last month. For the month, EMS set a record 212 total of calls for service. More people out and about. Working with ESD 1 to establish a co-location area and sync up our strategic planning efforts and looking at future EMS and Fire Station sites. • Station 74 is nearing completion and grand opening possibly third week in June. • We did a first pass on large project capitol items with two being a remodel of Station 62 on FM 1826 and the property purchased on McGregor and Fitzhugh which will be Station 77 which includes a water station and hopefully in the future a training facility. • Captain Jacob Wade and Engineer Hartley were invited to become members of the Texas Task Force 1 team. Jacob is on the logistic side in season planning, and Chris is a hazardous material specialist. We have someone on the inside at the level of state response. • Vaccination mission continues. Two people just completed a 21-day mission through the Guard. They provided vaccinations to the homeless camps in Austin, rural areas east of Austin and home visits for those homebound. Looking at possibly of committing folks to vaccinating children 12 and over with parent consent. • Meeting with Opti Com representative. They will push for law enforcement agencies on the system as well. • New senior complex to break ground at Headwaters. Rocky Ridge Trail will get two new restaurants. Belterra apartments fully built out. Commissioner Hood reported for Pct. 4 Constables Office • We are expanding the office in anticipation of growth. Looking for input as to what services could be provided to the community. Growth could continue for 3-5 years. • A new Traffic Officer will come on board next month. Vice Chair Little commented on traffic situation and said help from TX Dot on traffic stats and needs.
