FOUNDERS DAY COMMISSION MEETING
City of Dripping Springs

MINUTES
CALL TO ORDER AND ROLL CALL
With a quorum of the Commission present, Chair Medcalf called the meeting to order at 6:33 pm.

A motion was made by Commissioner Debish to excuse tonight’s absence of Commissioners Adams,
Daniel, Hans and Thomas. Commissioner Monaghan seconded the motion which carried unanimously 9
to 0.
PRESENTATION OF CITIZENS
A member of the public who desires to address the Commission regarding any item on an agenda for an
open meeting may do so at presentation of citizens before an item or at a public hearing for an item during
the Commission’s consideration of that item. Citizens wishing to discuss matters not contained within the
current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are
allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers
may not cede or pool time. Members of the public requiring assistance of a translator will be given twice

the amount of time as a member of the public who does not require the assistance of a translator to address
the Board. It is the request of the Board that members of the public wishing to speak on item(s) on the
agenda with a noticed Public Hearing hold their comments until the item(s) are presented for
consideration. Speaker are encouraged to sign in. Anyone may request a copy of the City's policy on
presentation of citizens for the City Secretary. By law no action may be taken during Presentation of
Citizens.

MINUTES
1. Discuss and consider approval of the January 24, 2022, Founders Day Commission
regular meeting minutes.
A motion was made by Commissioner Debish to approve the January 24, 2022, Founders Day
Commission regular meeting minutes. Commissioner Holtzendorf seconded the motion
which carried unanimously 9 to 0.
BUSINESS
2. Discuss and consider recommendation to City Council approving the 2022 Founders Day
Traffic Control, Safety, and Security Plan.
The 2022 Founders Day Traffic Control, Safety, and Security Plan was discussed, and changes
were made to some items (mainly changing vendor and cook-off club exit times from a
specific time to the time deemed safe by Hays County Sheriffs).
STANDING COMMITTEE REPORTS
The following reports relate to the administration and planning of the Founders Day Festival. The
Commission may provide staff direction; however, no action may be taken.
3. Arts & Crafts Committee

103 of 209 booths have been assigned.
4. Carnival & Food Committee
Commissioners Goss and Warwick
All food vendor booth spots are committed. Advance tickets for the Carnival will be sold at
all previous locations with one exception that South Star Bank will replace Cedar Valley
Grocery.
5. Entertainment Committee
Commissioners Thomas and Daniel

The theme “Drippin’ Through the Decades”, details and rules, and application forms will be
posted on the city website on March 1. Communications Director Sullivan will publicize
information about the parade on social media.

Arrangements for bike racks have been made. The next Security meeting will be March 3.

Work continues on maps for specific areas.
11. Sponsorship & Underwriting Committee
Commissioners Adams, Debish, Daniel and Marsh
Sponsorships have been coming in. Members are working to secure more sponsorships.
Communications Director Sullivan is publicizing sponsors on social media.
12. Traffic & Parking Committee

Discussed during Business item 2. TxDot approval for road closures has been secured.
13. Volunteer Committee
Sign-up Genius created for volunteers to sign up.

A motion was made by Commissioner Monaghan to adjourn the meeting. Commissioner Debish seconded
the motion which carried unanimously 9 to 0.
