With a quorum of the Commission present, Chair Medcalf called the meeting to order at 6:34 pm.
PRESENTATION OF CITIZENS
A member of the public who desires to address the Commission regarding any item on an agenda for an
open meeting may do so at presentation of citizens before an item or at a public hearing for an item during
the Commission’s consideration of that item. Citizens wishing to discuss matters not contained within the
current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are
allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers
may not cede or pool time. Members of the public requiring assistance of a translator will be given twice
the amount of time as a member of the public who does not require the assistance of a translator to address
the Board. It is the request of the Board that members of the public wishing to speak on item(s) on the
agenda with a noticed Public Hearing hold their comments until the item(s) are presented for
consideration. Speaker are encouraged to sign in. Anyone may request a copy of the City's policy on
presentation of citizens for the City Secretary. By law no action may be taken during Presentation of
Citizens.
No one spoke during Presentation of Citizens.
MINUTES
1. Discuss and consider approval of the December 14, 2020 Founders Day Commission
regular meeting minutes.
A motion was made by Commissioner Daniel to approve the December 14, 2020 Founders
Day Commission Regular Meeting Minutes. Commissioner Debish seconded the motion
which carried unanimously 12 to 0.
BUSINESS
2. Discuss and consider possible recommendation regarding the annual hosting of the
Dripping Springs Founders Day Festival scheduled for April 16th - 18th, 2021.
A motion was made by Commissioner Debish to recommend City Council cancel the Dripping
Springs Founders Day Festival scheduled for April 23 – 25, 2021. Commissioner Garza
seconded the motion which carried unanimously 12 to 0.
Commissioner Adams will draft a report detailing our unanimous decision to be presented to
the City Council by Commission Chair Medcalf and Commissioners Adams, Debish and
others. Communications Director Lisa Sullivan will handle all press releases.
STANDING COMMITTEE REPORTS
The following reports relate to the administration and planning of the Founders Day Festival. The
Commission may provide staff direction; however, no action may be taken.
3. Site Plan Committee

Major concern that we can’t control the number of people in attendance.
4. Entertainment Committee
Commissioners Thomas and Daniel
Virtual concerts have lost their luster. Live entertainment contracts now require a non-
refundable deposit. Again, we can’t control the number of people.
5. Carnival & Food Committee
Commissioners Goss and Warwick
No carnival or food vendors due to Covid-19 protocols.
6. Arts & Crafts Committee
Commissioner Monaghan
Art & Crafts booths might be difficult to get at this late date.
7. Parade Committee – No report at this time.

8. Publicity Committee – No report at this time.

Sanitation costs will be $6341 more than 2019.
10. Sponsorship & Underwriting Committee
Commissioners Adams, Debish, Daniel and Marsh, and Maggie Martin
It could be difficult to get sponsorships with a pared-down or virtual Founders Day.
11. Security Committee
Commissioners Medcalf and Debish
Gary Job Corps are not available for our April festival. Expenses for security projected to be
$5400 more than 2019. Hays Sheriff officers may not be available.
12. Volunteer Committee – No report at this time.

A motion was made by Commissioner Daniel to adjourn the meeting. Commissioner Debish
seconded the motion which carried unanimously 12 to 0.
This regular meeting of the Founders Day Commission was adjourned at 7:19 pm.

This meeting will be held via videoconference and the public is encouraged and welcome to participate.
Public comment may be given during the videoconference by joining the meeting using the information
below. Public comment for this meeting may also be submitted to the City Secretary at
acunningham@cityofdrippingsprings.com no later than 3:00 PM on the day the meeting will be held.
The Founders Day Commission respectfully requests that all microphones and webcams be disabled

Due to the Texas Governor Order, Hays County Order, City of Dripping Springs Disaster Declaration,
and Center for Disease Control guidelines related to COVID-19, a quorum of this body could not be
gathered in one place, and this meeting will be conducted through videoconferencing. Texas Government
Code Sections 551.045; 551.125; and 551.127.
