MINUTES CITY OF DRIPPING SPRINGS HISTORIC PRESERVATION COMMISSION Monday, January 7, 2013 Regular Meeting City Hall, 511 Mercer Street Dripping Springs, Texas I. MEETING CALLED TO ORDER AND ROLL CALL Chairman Ted Lehr calls the meeting to order at 5:35 pm and takes roll call. Present: Commissioner Ted Lehr, Chair; Commissioner Kathryn Chandler; Commissioner Charlie Haydon; Commissioner John Holdridge; Commissioner John McIntosh, Vice Chair; and Commissioner Karl Seelbach. Absent: Commissioner Gwen Tao. Also present is City Administrator Michelle Fischer. II. PRESENTATION BY CITIZENS-none. III. CONSENT Discussion and Possible action regarding: A. Approval of Regular Meeting Minutes, November 5, 2012 Commissioner Lehr makes a motion to approve the minutes, seconded by Commissioner Chandler. VOTE: all in favor expect Commissioner Seelbach abstains. The motion is carried. B. Approval of Special Meeting Minutes, December 6, 2012 Commissioner Haydon makes a motion to approve the minutes, seconded by Commissioner Chandler. VOTE: all in favor. The motion is carried. C. Approval of Special Meeting Minutes, December 17, 2012 Commissioner Seelbach makes a motion to approve the minutes, seconded by Commissioner McIntosh. VOTE: all in favor. The motion is carried. IV. BUSINESS Discussion and Possible action regarding: A. Meeting of the State Board of Review for the Nomination of the Dripping Springs Downtown Historic District to the National Register of Historic Places on January 19, 2013 at 8:30 a.m. in the Lady Bird Johnson Wildflower Center, 4801 La Crosse Avenue, Austin, Texas-Commissioners discuss the meeting and a few of them state they plan to attend. B. Professional Services Provider Agreement Between the City of Dripping Springs and Klotz Associates for City of Dripping Springs STP MM CAMPO Project CSJ: 0914-33-065: Mercer Street Pedestrian Improvement Project, Pending Texas Department of Transportation Approval-Commissioner Lehr gives a report on the proposal and the review committee’s comments on it. The committee will be meeting with the project engineer and manager to discuss the proposal and look at ways to reduce the costs to stay within the budget. C. Proposed Collaborative Agreement between the City of Dripping Springs and the Dripping Springs Community Foundation for Downtown Revitalization-Commissioner Chandler reports on her meeting with Susan Santamaria, the foundation president. She reports that the foundation has a good plan for fundraising, which includes approaching 10-20 major donors, selling pavers/bricks for the wall near Mercer and Bluff Street, a dinner, and a fall festival. She reports that Rex Baker is drafting the agreement for the foundation. D. Fundraising for Mercer Street Improvement Project-this item was discussed with the above item. E. Proposed Amendments to the City of Dripping Springs Sign Ordinance- Sign Administrator Michelle Fischer reports that the Planning & Zoning Commission is in the process of recommending some amendments to the Sign Ordinance and the Historic Preservation Commission may want to recommend amendments related to the Historic District. Commissioners discuss pole signs, the cumulative total signable area allowed, and sandwich board type signs. Commissioners would like businesses in the Historic District to be allowed to use sandwich board type signs and discussed possible restrictions for them, such as, they can only be displayed when the business is open; they are not allowed in the public right-of-way; they must be secured/attached/weighted so that they don’t fall over from high winds; and they shall not interfere with traffic and pedestrian flow. Commissioner Seelbach makes a motion to recommend to the Planning & Zoning Commission to allow sandwich board signs in the Historic District with restrictions, seconded by Commissioner Chandler. VOTE: all in favor. The motion is carried. V. ANNOUNCEMENTS A. Regular City Council Meeting, January 8, 2013, 5:30 p.m. B. Regular Planning & Zoning Commission Meeting, January 22, 2013, 7:00 p.m. C. Regular Historic Preservation Commission Meeting, February 4, 2013, 5:30 p.m. VI. ADJOURN-Commissioner Lehr makes a motion to adjourn the meeting, seconded by Commissioner Seelbach. VOTE: all in favor. The motion is carried and the meeting is adjourned at 6:31 pm.
