HISTORIC PRESERVATION COMMISSION

I. MEETING CALLED TO ORDER AND ROLL CALL
Chairman Ted Lehr calls the meeting to order at 5:46 pm and takes roll call. Present:
Commissioner Ted Lehr, Chair; Commissioner John Holdridge; Commissioner John McIntosh,
Vice Chair; and Commissioner Linda Freeman. Absent: Commissioner Kathryn Chandler;
Commissioner Charlie Haydon; and Commissioner Karl Seelbach. Also present is City
Administrator Michelle Fischer.
II. PRESENTATION BY CITIZENS-no one speaks.
III. CONSENT
Discussion and Possible action regarding:
A. Approval of Regular Meeting Minutes, September 9, 2013
B. Approval of Special Meeting Minutes, September 24, 2013
No action taken on the minutes since they have not been completed.
IV. BUSINESS
Discussion and Possible action regarding:
A. Certificate of Appropriateness for Miss Kitty’s on Mercer, located at 381
Mercer Street, Samantha Kennedy, Applicant
1. Presentation-Samantha Kennedy gives an overview of the application
for improvements to the building façade. She states that she would also
like to build a deck and fence partially in the street right of way, but
this will require a license agreement with the City. The application is
on file.
2. Staff Report-Ms. Fischer states that the application does not contain
adequate information for staff to make a recommendation on the deck
and fence. Keenan Smith recommends approval of the application with
a modification to keep the rock wainscoat at the same level across and
to not go up around a window as show in the application. His report is
on file.
3. Public Hearing-no one speaks.
4. Certificate of Appropriateness-Commissioner Lehr makes a moiton
to consider the application, seconded by Commissioner Holdridge.
Commissioner Freeman states that she disagrees with Mr. Smith about
the wainscoat along the side and whether or not it should be straight
across or allow it to go up around the window. Ms. Kennedy disagrees
with Mr. Smith on the wainscoat. Commissioner Lehr explains Mr.
Smith’s role as a consultant to the City and what guidelines apply.
Commissioner McIntosh states that he does not have a preference on
the rock wainscoat but he respects Mr. Smith’s opinion. Commissioner
McIntosh makes a motion to approve the application for a certificate of
appropriateness with City Staff’s recommendation, seconded by
Commissioner Holdridge. Commissioner Freeman states that she
believes the Commission does not have a basis to apply an historical
standard and thinks both options for the wainscoat are appropriate.
VOTE: Commissioners Holdridge, Lehr, and McIntosh vote in favor of
the motion and Commissioner Freeman abstains. The motion is
carried. Commissioner Lehr informs the applicant of her right to
appeal the Commission’s decision. Commissioner Lehr states that it is
difficult to comment on the proposed deck and fence without knowing
how they will look. He states there may be a public sidewalk in the
proposed location in the future. Chad Halversham states that the fence
or deck could be removed or altered in the future if needed.
Commissioners ask what the purpose of the fence is privacy or safety.
Mr. Halversham states that it is for both.
B. Update on City of Dripping Springs STP MM CAMPO Project CSJ: 0914-33-
065: Mercer Street Pedestrian Improvement Project-Ms. Fischer gives an update
on the project. No action taken.
C. Mercer Street Improvement Project-Commissioners discuss phase 2 of the project
and fundraising and public outreach ideas. Commissioner Freeman and
Commissioner Lehr will work with Ms. Fischer on creating a brochure. No action is
taken.

D. Report on Arts for Economic Development, Texas Commission on the Arts-
Commissioner Freeman makes a motion that this item be deferred until the new
year, Commissioner Lehr seconds the motion. VOTE: all in favor. The motion
is carried.
V. ANNOUNCEMENTS
A. Regular City Council Meeting, October 8, 2013, 5:30 p.m.
B. Regular Historic Preservation Commission Meeting, November 4, 2013, 5:30 p.m.
VI. ADJOURN-Commissioner Holdridge makes a motion to adjourn, seconded by
Commissioner Freeman. VOTE: all in favor. The motion is carried and the meeting is
adjourned at 7:05 pm.
