Minutes Parks & Recreation Commission City of Dripping Springs Special Meeting August 2, 2017 A special meeting of the Parks & Recreation Commission of the City of Dripping Springs was held Wednesday, August 2, 2017, beginning at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Robbie Zamora, Chair (DSYSA) Eric Russell, Vice Chair (DSYSA) Wade King (CODS) Paul Fushille (DSISD) Eric Henline (DSISD) Ron Jones (DSISD) David Douglas (CODS) City Staff: Michelle Fischer, City Administrator Rachel Goodnight, Administrative Assistant Commission Chair Robbie Zamora calls the meeting to order at 6:07 PM. All present except for Commissioner Fushille. Also present is Carry Childs, a member of the Charro Ranch Park Sub-Committee. II. BUSINESS Consideration and Possible Action On: A. Discussion regarding proposed budget recommendations for Fiscal Year 2018 1. Public Hearing 2. Approval of Budget Recommendations Michelle Fischer provides an overview of any changes to the budget. She says the park rental fees are the same, and that Parkland Dedication is expected to increase, so every improvement that is eligible is marked to come from the Parkland Dedication fund. City Maintenance Director Robert Steepe joins the meeting at 6:22 PM. Robert Steepe says he can dig 50 holes for the trees that were proposed at the previous meeting and clarifies that that expense would come out of the Tree Replacement fund and not the Parkland Dedication fund. Robert provides an overview of how the pool budget will appear and says it will be a separate budget provided to the Commission every month. Commissioner Henline asks if we are planning on retaining the current Pool Manager. Michelle says the pool will not be open in the Fall, so there is no need to have someone in that role. Michelle says that the line item for Consultant Fees is the same. City recently an estimate from Patty Sue, who walked the pool with Robert and let him know some things she saw that needed to be improved. Melody Mitchell joined the walkthrough. Patty Sue said a full assessment of the pool will cost $1,500, which should be covered by the Consultant Fees line item. Robert provides an overview of the pool status and maintenance. Pool Improvements line item is padded to allow for needed improvements. Commission Chair Zamora asks for what specific improvements are needed. Robert says there are things such as replacing faucet handles, but he wants the School District to do as much as they can before we get the pool back from them. Commissioner Russell recommends creating a Pool Maintenance line item to pull from the general fund, and have Pool Improvements come from the Parkland Dedication fund. He recommends keeping the Pool Improvements line item at $10,000 and recommends increasing the Pool Maintenance amount to $10,000. Commission Chair Zamora says we could possibly increase it to $15,000. Commissioner Henline asks is we have insurance for pool degradation and ordinary maintenance. Michelle says no. The Commission agrees that $15,000 is an appropriate amount for the Pool Maintenance line item. The Commission says that resurfacing the floor should be a maintenance item, not an improvement. The Commission notes that two game counters should have been moved under the Parks Equipment line item, but they are still under Improvements. Michelle says this was an error and staff will correct it. Under General Maintenance, Commissioner Douglas asks about the DSRP mountain bike trails, saying they have increased our amount of trails and asking if the current amount for the General Maintenance line item is enough for the amount trails we have. Michelle says the mountain bike trails are a part of the Dripping Springs Ranch Park budget, and the City has an Agreement with the Mountain Bike Club to maintain the trails. Robert says the Play Equipment line item at Sports and Recreation Park includes the shade. The mulch was added into the Supplies line item.  Commissioner Russell says he thought the supplies for Founders Memorial Park would be added in to the Founders Memorial Park Pool Supplies line item. Commissioner Douglas and Michelle Fischer say they disagree because the pool itself has specialized equipment that does not pertain to the rest of the park. Commissioner Douglas says he would like to lower that amount. Commission Chair Zamora says we do not know all the things we have to learn about running the pool and recommends that we keep it the same. Michelle says she will ask for a list form Gina to justify the $10,000 line item. Commissioner Henline asks about HOT Funds. Michelle says we are not currently budgeted for any right now. She says Dripping Springs Ranch Park gets a large portion of the HOT Fund. Commission Chair Zamora and Commissioner Russell say they would like to request HOT Funds for the lights at Sports and Recreation Park but Parkland Dedication Funds are a fallback if they cannot get it. Michelle says a big competitor for HOT Funds is the Visitors Bureau. Michelle says we can add a note to City Accountant Gina Gillis’ note page on the budget to justify the Commission’s budget decisions. Commission Chair Zamora would like to include the following statement in the notes: Normally, the Parks and Recreation Commission picks projects to come out of the Parkland Dedication fund, but due to the large transportation projects and TIRZ projects, expenditures can come out of the Parkland Dedication Fund this year. Commissioner Henline motions to recommend approval of the FY18 budget with the discussed changes. Commissioner Jones seconds. Vote: 6:0 in favor, motion passes. III.
