Parks & Recreation Commission Regular Meeting Minutes April 6, 2020 at 6:00 p.m. A Regular Meeting of the Parks & Recreation Commission was held Monday, April 6, 2020 beginning at 6:00 p.m. via videoconference at City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas. I. VIDEOCONFERENCE MEETING This meeting will be held by videoconference pursuant to Texas Government Code Section 551.045. Any citizen wanting to speak must join the meeting. CALL TO ORDER AND ROLL CALL Commission Members present were: Robbie Zamora, Chair Eric Russell, Vice Chair Matthew Fougerat (arrived at 6:38 p.m.) Eric Henline Wade King Matthew Zarbaugh Amber Ballman Commission Member absent was: Paul Fushille City Staff/Appointed Officials present were: Kelly Schmidt, Parks & Community Services Director Amanda Padilla, Senior City Planner Brent Luck, Parks Planning Consultant Andrea Cunningham, City Secretary Michelle Fischer, City Administrator Misty Dean, IT Coordinator Parks & Recreation Commission April 6, 2020 Regular Meeting Minutes Page 1 of 5 With a quorum of the Commission present, Chair Zamora called the meeting to order at 6:00 p.m. III. PRESENTATION OF CITIZENS A member of the public who desires to address the Commission regarding any item on an agenda for an open meeting may do so at presentation of citizens before an item or at a public hearing for an item during the Commission’s consideration of that item. Citizens wishing to discuss matters not contained within the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Commission. It is the request of the Commission that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. Anyone may request a copy of the City’s policy on presentation of citizens from the city secretary. By law no action may be taken during Presentations of Citizens. No one spoke during Presentation of Citizens. IV. MINUTES A. Discuss and consider approval of the March 9, 2020 Parks & Recreation Commission regular meeting minutes. A motion was made by Commissioner Henline to approve the March 9, 2020 Parks & Recreation Commission regular meeting minutes. Commissioner King seconded the motion which carried unanimously 6 to 0. V. BUSINESS A. Update regarding Parkland Dedication for Western Springs Apartment Complex located at 400 Creek Road, Dripping Springs, Texas 78620. Staff report is on file. No discussion or action was taken on this item. B. Discussion regarding the Parks & Recreation Commission budget recommendation for Fiscal Year 2021. Kelly Schmidt presented the staff report which is on file. The Commission discussed the draft budget and will recommend approval at the next meeting. VI. REPORTS The following updates relate to the planning and administration of the City's Parks & Recreation Program. No Action to be taken. Reports are on file and available for review by request. City Treasurer's Report VII. PARKS STANDING COMMITTEE REPORTS The following updates relate to the administration of the City's Parks. No action is to be taken. Chair Zamora asked Commissioners to report on their budget requests and provide feedback on the presented draft budget recommendation. A. Charro Ranch Park Committee Commissioners Fushille and Fougerat Commissioner Fougerat presented the report. Commissioner Fushille put together a list of budget recommendations and sent to Kelly Schmidt for review. Kelly received the items and they are included in the draft budget as presented. Chair Zamora added, and Commissioner Fougerat agreed, that in relation to citywide/parkwide signage uniformity, signs in Charro need to be consolidated and better placed throughout. B. Dripping Springs Ranch Park Committee Commissioners King and Zarbaugh Commissioner King has nothing to add that was not presented in the draft budget. Agrees signage and wayfinding is a great idea. Commissioner Zarbaugh reported that there is bottleneck near the playground. A lot of work has been done regarding drainage, but there appears to be issues with getting in and out of the park. Commissioner Zarbaugh will formally draft requests based on feedback received today and some items he has discussed with Commissioner King and send to Kelly for review and possible inclusion in the budget recommendation. There is a lot of opportunity to make the park a highlight of the parks system for outdoor usage, especially with its proximity to the elementary school. C. Founders Memorial Park & Pool Committee Commissioners Henline and Ballman Commissioner Henline asked Kelly to report on: • Pool Opening – pool is supposed to open April 28, 2020, but at this time that date is not firm. As soon as Kelly knows she will inform the Commission. • Pool Staffing & Training – at this time staffing and training is on hold until confirmation of pool opening date. • Skatepark – City Attorney has reported that there are no restrictions on naming the park or corporate sponsorships and staff is working on getting a grant writer. Michelle Fischer added that HOT funds could not be used for construction, but the organization can apply for funds for events that put heads in beads. Parks & Recreation Commission April 6, 2020 Regular Meeting Minutes Page 3 of 5 Commissioner Ballman added that the upgrades to the pool shades add more color and appeal and will be more inviting to the community. She would also like to see the entrance to the park more appealing and uniform. Commissioner Henline reviewed the agreement made with the developer regarding the entrance to the park. Kelly Schmidt addressed parkwide signage, which will be unified with the new Parks & Community Services logo. D. Sports & Recreation Park Committee Chair Zamora and Vice Chair Russell Vice Chair Russell reported that he is seeking recommendation for reappointment and will be at the next DSYSA meeting to get their goals and plans. E. Veterans Memorial Park & Triangle Committee Chair Zamora Chair Zamora had nothing to add to the items already presented in the draft budget. Commissioners Fougerat and Henline will be at the next DSISD Board meeting to discuss their reappointment and the school district’s role and goals. Kelly Schmidt reported that the Farmers Market has made some adjustments to the market improving social distancing and security with additional staff and the constable present to help. There were fewer vendors, however, that allowed for better distancing and made it easier for staff to monitor vendors and attendees. Staff received complements on the changes and will continue to make improvements. VIII. EXECUTIVE SESSION The Parks and Recreation Commission for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The Parks and Recreation Commission for the City of Dripping Springs may act on any item listed in Executive Session in Open Session or move any item from Executive Session to Open Session for action.
