PARKS & RECREATION COMMISSION REGULAR MEETING City of Dripping Springs Council Chambers, 511 Mercer St, Dripping Springs, TX Monday, November 01, 2021 at 6:00 PM MINUTES CALL TO ORDER AND ROLL CALL With a quorum of the Commission present, Chair Russell called the meeting to order at 6:04 p.m. Commission Members present were: Eric Russell, Chair Kristy Caldwell Matthew Fougerat Paul Fushille Tara Satine Commission members absent were: Eric Henline, Vice Chair Wade King Matthew Zarbaugh Staff, Consultants & Appointed/Elected Officials present were: Parks & Community Services Director Kelly Schmidt City Attorney Laura Mueller City Secretary Andrea Cunningham Planning Director Howard Koontz City Treasurer Shawn Cox Programs & Aquatics Manager Mack Rusick Mayor Bill Foulds, Jr. Council Member Sherrie Parks PRESENTATION OF CITIZENS A member of the public who desires to address the Commission regarding any item on an agenda for an open meeting may do so at presentation of citizens before an item or at a public hearing for an item during the Commission’s consideration of that item. Citizens wishing to discuss matters not contained within the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Commission. It is the request of the Commission that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. By law no action may be taken during Presentations of Citizens. No one spoke during Presentation of Citizens. PRESENTATIONS 1. Presentation of the Dripping Springs Ranch Park Chimney Swift Tower Eagle Project and Certificate of Appreciation. Presenter: Alexander Seshan Alexander Seshan gave a presentation which is on file. Mayor Foulds, Jr. presented the Certificate of Appreciation. MINUTES 2. Discuss and consider approval of the October 4, 2021, Parks & Recreation Commission regular meeting minutes. A motion was made by Commissioner Fougerat to approve the October 4, 2021, Parks & Recreation Commission regular meeting minutes. Commissioner Caldwell seconded the motion which carried unanimously 5 to 0. BUSINESS 3. Discuss and consider Appointment(s) to City Development Agreement Working Group(s). a. Presentation – Laura Mueller presented the staff report and reviewed the groups objectives. b. Appointment(s) – Via unanimous consent, the Commission postponed action on this item to the December regular meeting. 3. Discuss and consider approval of a Request by the Dripping Springs Bird Club to fund, purchase, and install updated Bird Feeders at the Charro Ranch Park Bird Blind amenity. Kelly Schmidt presented the staff report which is on file. Staff recommends approval of the request. Representatives of Wild Birds Unlimited spoke in favor of the request. A motion was made by Commissioner Satine to approve the request by the Dripping Springs Bird Club to fund, purchase, and install updated Bird Feeders at the Charro Ranch Park Bird Blind amenity with the condition that the requester clarify their 501(c)3 status and inform the city on what they will do with any leftover funding. Commissioner Fushille seconded the motion which carried unanimously 5 to 0. Parks & Recreation Commission November 1, 2021 Regular Meeting Minutes Page 2 of 4 4. Discuss and consider a recommendation to the City Council regarding proposed amendments to the FY2022 General – Parks and Parkland Development Funds. Kelly Schmidt presented the staff report which is on file. Staff recommends approval of the amendment. A motion was made by Commissioner Caldwell to recommend City Council approval of proposed amendments to the FY2022 General – Parks and Parkland Development Funds. Commissioner Fougerat seconded the motion which carried unanimously 5 to 0. 5. Discuss and consider the Appointment of Commissioners to the Veterans Park Committee and the Dripping Springs Ranch Park Committee. Via unanimous consent, this item was postponed to the December meeting. REPORTS The following reports relate to the planning and administration of the City's Parks & Recreation Program. The commission may provide staff direction; however, no action may be taken. Reports are on file and available for review upon request. 6. Parks & Community Services September and October 2021 Director's Report Kelly Schmidt, PCS Director 7. Update on major planning projects. a. New Growth b. Village Grove c. Planning Department Project Report PARKS STANDING COMMITTEE REPORTS The following reports relate to the administration of the City's Parks. The Commission may provide staff direction; however no action may be taken. 8. Charro Ranch Park Committee Commissioners Paul Fushille and Matt Fougerat Working on setting up volunteer meeting. 9. Dripping Springs Ranch Park Committee Commissioners Wade King and Matthew Zarbaugh No report at this time. 10. Founders Memorial Park Committee Commissioner Eric Henline No report at this time. Veterans Memorial Park Committee No report at this time. 13. Rathgeber Park Committee Commissioners Kristy Caldwell, Paul Fushille and Matthew Fougerat No report at this time. EXECUTIVE SESSION The Parks and Recreation Commission for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The Parks and Recreation Commission for the City of Dripping Springs may act on any item listed in Executive Session in Open Session or move any item from Executive Session to Open Session for action. The Commission did not meet in Executive Session.
