Parks & Recreation Commission Regular Meeting Dripping Springs City Hall 511 Mercer Street – Dripping Springs, Texas Wednesday, August 20, 2025, at 6:00 PM MINUTES CALL TO ORDER & ROLL CALL With a quorum of commissioners present, Chair Fushille called the meeting to order at 6:07 p.m. Commission Members Present Paul Fushille, Chair Kristy Caldwell, Vice Chair Hope Boatright Olivia Barnard Thomas Lengel Ryan Strittmatter Commission Members Absent Tyson Joe Taylor Houston Bryant Scheppler Staff, Consultants, & Appointed/Elected Officials Parks & Community Services Director Andy Binz Parks & Community Services Assistant Director Emily Nelson City Secretary Diana Boone Deputy City Attorney Aniz Alani Mayor Pro Tem Taline Manassian PRESENTATION OF CITIZENS A member of the public that wishes to address the Commission on any issue, regardless of whether it is posted on this agenda, may do so during Presentation of Citizens. It is the request of the Commission that individuals wishing to speak on agenda items with a public hearing hold their comments until the item is being considered. Individuals are allowed two (2) minutes each to speak regarding issues not on the agenda and two (2) minutes per item on the agenda may not cede or pool time. Those requiring the assistance of a translator will be allowed additional time to speak. Individuals are not required to sign in; however, it is encouraged. Individuals that wish to share documents with the Commission must present the documents to the City Secretary or City Attorney providing at least nine (9) copies; if nine (9) copies are not provided, the Commission will receive the documents the following day. By law no action shall be taken during Presentation of Citizens; however, the Chair may provide a statement of specific factual information, recitation of existing policy, or direction or referral to staff. Joseph Heft spoke regarding preservation, conservation, and environmental stewardship. MINUTES 1. Consider approval of the July 23, 2025 Parks & Recreation Commission special meeting minutes. A motion was made by Commissioner Barnard and seconded by Commissioner Boatright, to approve the July 23, 2025 minutes. The motion to approve carried unanimously 6 to 0. BUSINESS AGENDA 2. Update and presentation by Cadel Beasley on his Distinguished Conservation Service Award project. Cadel Beasley was not present. Parks & Community Services Director, Andy Binz provided an update. No action was taken. 3. Discuss and consider approval of a request from Ada Sorenson and Garner Geeslin for a Girl Scout project for the installation of a Little Library in a City park. Girl Scouts Ada Sorenson, Sara Fuller, Garner Geeslin, Kenna Cluver, and Clair Krueger presented the project request. A motion was made by Vice Chair Caldwell and seconded by Commissioner Lengel, to accept the Girl Scout’s project request for the installation of a Little Library in a City park. The motion to approve carried unanimously 6 to 0. 4. Discuss and consider approval of the Parks and Community Services Vision, Mission, and Core Values. A motion was made by Commissioner Boatright and seconded by Commissioner Barnard, to approve the Parks and Community Services Vision, Mission, and Core Values. The motion to approve carried unanimously 6 to 0. 5. Discuss and consider approval of the Parks and Community Services Goals and Objectives. A motion was made by Vice Chair Caldwell and seconded by Commissioner Boatright, to approve the Parks and Community Services Goals and Objectives with amendment to park maintenance to include language concerning environmental stewardship and sustainability. Discuss and consider approval of a recommendation to City Council to approve the proposed updates to the fees listed in Section 9: Parks & Community Services in the Master Fee Schedule. A motion was made by Commissioner Barnard and seconded by Commissioner Lengel, to approve a recommendation to City Council to approve the proposed updates to the fees listed in Section 9: Parks & Community Services in the Master Fee Schedule with the amendment to Section 18 that reflects accuracy and correct grammar. The motion to approve with amendment carried unanimously 6 to 0. 7. Discuss and consider approval of the selection of Commissioners to represent each of the parks. A motion was made by Commissioner Boatright and seconded by Chair Fushille, to approve the selection of Commissioners to represent each of the parks: ▪ Charro Ranch Park: Thomas Lengel and Paul Fushille ▪ Dripping Springs Ranch Park: Hope Boatright and Thomas Lengel ▪ Founders Memorial Park: Tyson Joe, Taylor Houston, and Bryant Scheppler ▪ Rathgeber Natural Resource Park: Ryan Strittmatter, Olivia Barnard, Paul Fushille, and Kristy Caldwell ▪ Sports & Recreation Park: Ryan Strittmatter, Bryant Scheppler, and Tyson Joe ▪ Veterans Memorial Park: Kristy Caldwell and Paul Fushille ▪ Arrowhead Park: Taylor Houston, Thomas Lengel, and Hope Boatright The motion to approve carried unanimously 6 to 0. PARKS & COMMUNITY SERVICES DEPARTMENT REPORTS Reports listed are on file and available for review upon request. The Commission may provide staff direction; however, no action shall be taken. 8. Parks & Community Services Director's Report Andy Binz, PCS Director No action was taken. Report is on file. COMMITTEE REPORTS The following reports relate to the administration of the City's Parks. Sports & Recreation Park Committee Commissioners: Krueger, Scheppler, and Joe 14. Veterans Memorial Park Committee Commissioners: Caldwell No action was taken. CLOSED SESSION The Commission has the right to adjourn into closed session on any item on this agenda and at any time during the course of this meeting to discuss any matter as authorized by law or by the Open Meetings Act, Texas Government Code Sections 551.071 (Consultation With Attorney), 551.072 (Deliberation Regarding Real Property), 551.073 (Deliberation Regarding Prospective Gifts), 551.074 (Personnel Matters), 551.076 (Deliberation Regarding Security Devices or Security Audits), and 551.087 (Deliberation Regarding Economic Development Negotiations), and 551.089 (Deliberation Regarding Security Devices or Security Audits). Any final action or vote on any Closed Session item will be taken in Open Session. The Commission did not meet in Closed Session. ADJOURN A motion to adjourn the meeting was made by Commissioner Lengel and seconded by Commissioner Boatright. The motion to adjourn carried unanimously 6 to 0.
