Minutes of Planning & Zoning Commission Meeting City of Dripping Springs A Planning & Zoning Commission Meeting of the City of Dripping Springs was held Tuesday, February 25, 2014, beginning at 7:00 PM in the 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members Larry McClung - Chair Mim James – Vice Chair Josef Martin Kim Hubbard Erik Burgeson Whit Smith James Martin City Staff/Appointed Officials City Administrator Michelle Fischer Planning Director Jon Thompson City Secretary Jo Ann Touchstone City Attorney Alan Bojorquez Commissioner McClung calls the meeting to order at 7:00 p.m. All present except. Also present City Attorney Jill Hoffman with the Bojorquez Law Firm. Commissioner Josef Martin and Commissioner Whit Smith. II. EXECUTIVE SESSION The Planning and Zoning Commission for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). III. PLEDGE OF ALLEGIANCE A. Pledge of Allegiance – Commissioner James leads the pledge. IV. PRESENTATION OF CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chiar. The Chair may establish a time limit as necessary. No one speaks. V. BUSINESS Consideration and Possible Action On: A. Update of Comprehensive Plan Recommended Projects and Implementation Guide 1. Presentation by Chris Holtkamp – Chris Holtkamp presents the update and recommended projects (on file). 2. Public Hearing – No one speaks. 3. Approval of Recommended Projects – Commissioner McClung motions for consideration. Commissioner James seconds. Commissioner Burgeson states transportation should be addressed in the plan. Commissioner James states affordable housing and senior housing should be made priority. Commissioner James Martin requests the year be added along with the month on the implementation guide. 4. Approval of Implementation Guide – Commissioner McClung motions to recommend approval of recommended projects and implementation guide with changes: 1. Add implementation of actionable items for Transportation Plan, 2. incorporate new implementation priority items into plan and identify as amendments, 3. move affordable housing to priority and 4. incorporate joint planning for emergency services with the ESD. Commissioner Burgeson seconds. Motion passes, 5-0. VI. SITE DEVELOPMENTS/SUBDIVISIONS/ZONING/ON SITE SEWAGE FACILITIES/SIGNS/VARIANCES/WAIVERS/ALTERNATE STANDARDS/DEVELOPMENT AGREEMENTS Consideration and Possible Action On: A. Special Exception from the Dripping Springs Code of Ordinance, Chapter 30 “Zoning”, Exhibit A “Zoning Ordinance,” Section 3.6.5(a) to allow the use of a Manufactured House for residential purposes at 201 Creek Road in Dripping Springs 1. Presentation – None. 2. Planning Director's Report – Planning Director Jon Thompson, report on file. Staff recommends approval with conditions listed in report. 3. Public Hearing – No one speaks. 4. Special Exception – Commissioner James motions to approve staff recommendations and present support for request for waiver of $500.00 fee for approval by City Council. Commissioner Burgeson seconds. Motion passes, 5-0. VII. ADJOURN – Commissioner Burgeson motions to adjourn. Commissioner Hubbard seconds. Motion passes, 5-0. Meeting adjourned at 7:56 p.m.
