Planning & Zoning Commission Regular Meeting Minutes September 24, 2019 at 6:30 p.m. A Regular Meeting of the Planning & Zoning Commission was held Tuesday, September 24, 2019 beginning at 6:30 p.m. in in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members present were: Mim James, Chair James Martin, Vice Chair Christian Bourguignon Martin Garza Roger Newman Evelyn Strong Commission Members absent were: John McIntosh City Staff/Appointed Officials present were: Jason Lutz, Planning Director Amanda Padilla, City Planner II Keenan Smith, TIRZ Project Manager With a quorum of the Commission present, Chair James called the meeting to order at 6:32 p.m. II. PLEDGE OF ALLEGIANCE Commissioner Newman led the Pledge of Allegiance to the Flag. III. PRESENTATION OF CITIZENS Each member of the public who desires to address the Planning & Zoning Commission regarding any item for an open meeting may do so immediately before or during the Commission's consideration of that item. Citizens wishing to discuss matters not contained within the current agenda may do so, but only during Presentation of Citizens. The Commission may limit the total amount of time the public may speak on a given item. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Commission. The Commission may not prohibit public criticism of the governmental body, including criticism of any act, omission, policy, procedure, program, or service. This does not apply to public criticism that is otherwise prohibited by law. It is the request of the Commission that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Discuss and consider approval of the August 27, 2019 Planning & Zoning Commission Regular Meeting Minutes. A motion was made by Vice Chair Martin to approve the August 27, 2019 Planning and Zoning Commission Regular meeting minutes. Commissioner Garza seconded the motion which carried unanimously, 6 to 0. B. Public hearing, consideration, and recommendation regarding SUB2019-0046: a proposed plat vacation for the property located at 13701 FM 1826, AUSTIN, TX 78737 (Legal Description: CAMPBELL ADDITION, Lot 1, ACRES 7.198 Hays County, TX). The applicant is proposing to vacate Lot 1, a 7.198 acres platted lot, located in the City’s extraterritorial jurisdiction. Applicant: Matt Elledge, My Real Life Church 1. Presentation Donald Sansom, Civil Engineer with Dunaway, presented the Plat Vacation to the Commission. 2. Staff Report Jason Lutz presented the staff report to the commission, which is on file. Staff recommends Approval of the Plat Vacation with the condition that any other property owners in the subdivision (cell tower) sign the required documents to vacate the plat prior to recording. 3. Public Hearing No one spoke during the public hearing. 4. Plat Vacation A motion was made by Vice Chari Martin to recommend approval of SUB2019-0046: a proposed plat vacation for the property located at 13701 FM 1826, AUSTIN, TX 78737 with staff conditions. Commissioner Garza seconded the motion which carried unanimously, 6 to 0. V. REPORTS OF STAFF AND AGENCIES No action to be taken. A. Presentation and discussion regarding the Tax Increment Reinvestment Zone Parking Study. McCann Adams Studio & HDR, Inc. TIRZ Project Manager Keenan Smith and Randahl Masuno, with McCann Adams Studio, presented the Tax Increment Reinvestment Zone Parking Study to the Commission, which is on file. Planning & Zoning Commission September 24, 2019 Regular Meeting Minutes Page 2 of 3 The Commission provided some feedback about the study and suggested that staff take a look at the idea of a potential rewrite of the City’s Parking requirements. The Commission suggested that funding be identified prior to Staff bringing this item to City Council. VI. EXECUTIVE SESSION The Planning and Zoning Commission for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The Planning and Zoning Commission for the City of Dripping Springs may act on any item listed in Executive Session in Open Session or move any item from Executive Session to Open Session for action. The Commission did not meet an Executive Session. VII. UPCOMING MEETINGS A. ADJOURN A motion was made by Vice Chair Martin to adjourn the meeting. Commissioner Garza seconded the motion which carried unanimously, 6 to 0.
