Special Meeting Minutes
September 17, 2018 at 4:00 p.m.
A Special Meeting of the TIRZ No. 1 & No. 2 Board was held Monday, September 17, 2018
beginning at 4:00 p.m. in Conference Room No. 2, located at City Hall, 511 Mercer Street,
Dripping Springs, Texas.

I. CALL TO ORDER AND ROLL CALL
Board Members present were:
Dave Edwards - Chair
Mim James - Vice Chair
Missy Atwood (arrived at 4:26 p.m.)
Mike Figer
John McIntosh
Ray Whisenant (arrived at 4:15 p.m.)
Bob Richardson (Advisory Board Member)
Board Members absent were:
Dr. Bruce Gearing
Ron Jones (DSISD Advisory Board Member)
City Staff/Officials
Jason Lutz, Planning Director
Molly Mulloy, Development Coordinator
Amanda Padilla, Planning Assistant
Laura Mueller, Assistant City Attorney (via teleconference)

With a quorum of the Board present, Chair Edwards called the meeting to order at 4:04
p.m.
II. BUSINESS (TIRZ #1 and TIRZ #2)
Consideration and possible action on:
A. Discuss and Consider Recommendation of an Interlocal Agreement between the
City of Dripping Springs and County of Hays, Dripping Springs Independent
School District, and Dripping Springs Library Board regarding Cost Allocation
and Reimbursement for the Dripping Springs Tax Increment Reinvestment Zone
Number One and Tax Increment Reinvestment Zone Number Two Laura

Laura Mueller presented the staff report which is on file. Staff recommends
approval of the agreement.
2. Public Hearing
No one spoke during the Public Hearing.
3. Cost Participation and Reimbursement Agreement
A motion was made by Commissioner Atwood to recommend City Council
approval of the Interlocal Agreement between the City of Dripping Springs
and County of Hays, Dripping Springs Independent School District, and Dripping
Springs Library Board regarding Cost Allocation and Reimbursement for the
Dripping Springs Tax Increment Reinvestment Zone Number One and Tax
Increment Reinvestment Zone Number Two, with ‘not to exceed’ provision for cost
shares among all parties. Vice Chair James seconded the motion which carried
unanimously
III. EXECUTIVE SESSION
The TIRZ No. 1 & No. 2 Board for the City of Dripping Springs has the right to adjourn
into executive session at any time during the course of this meeting to discuss any matter
as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney),
551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts
and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about
Security Devices), and 551.086 (Economic Development). The TIRZ No. 1 & No. 2
Board for the City of Dripping Springs may act on any item listed in Executive Session in
Open Session or move any item from Executive Session to Open Session for action.
The Board did not meet in Executive Session.
IV. ADJOURN
Without objection from the Board, Chair Edwards adjourned the meeting.
This special meeting adjourned at 4:59 p.m.
