Regular Meeting Minutes
March 9, 2020 at 4:00 p.m.
A Regular Meeting of the Tax Increment Reinvestment Zone (TIRZ) No. 1 & No. 2 Board was held Monday,
March 9, 2020 beginning at 4:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street,
Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Board Members present were:

With a quorum of the Board present, Chair Edwards called the meeting to order at 4:02 p.m.
II. PRESENTATION OF CITIZENS
A member of the public who desires to address the Board regarding any item on an agenda for an
open meeting may do so at presentation of citizens before an item or at a public hearing for an item
during the Board's consideration of that item. Citizens wishing to discuss matters not contained within
the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers
are allowed two (2) minutes to speak during presentation of citizens or during each public hearing.
Speakers may not cede or pool time. Members of the public requiring the assistance of a translator
will be given twice the amount of time as a member of the public who does not require the assistance
of a translator to address the Board. It is the request of the Board that members of the public wishing
to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s)
are presented for consideration. Speakers are encouraged to sign in. Anyone may request a copy of

the City 's policy on presentation of citizens from the city secretary. By law no action may be taken
during Presentations of Citizens.
No one spoke during Presentation of Citizens.
III. MINUTES
A. Discuss and consider approval of the February 10, 2020 TIRZ No. 1 & No. 2 Board
Regular Meeting Minutes.
A motion was made by Vice Chair James to approve the minutes and to insert Trevino for
DSISD Attorney’s last name Business Item IV.C. Board Member Smith seconded the
motion which carried unanimously 6 to 0.
IV. BUSINESS
A. Discuss and consider recommendation regarding the TIRZ Town Center Project
Interlocal Agreement between the City of Dripping Springs, Dripping Springs TIRZ
No. 1 and TIRZ No. 2, Dripping Springs Independent School District and Dripping
Springs Community Library District.
Laura Mueller presented the staff report and reviewed the draft agreements which are on
file.
A motion was made by Board Member Atwood to recommend City Council approval of the
TIRZ Town Center Project Interlocal Agreement between the City of Dripping Springs,
Dripping Springs TIRZ No. 1 and TIRZ No. 2, Dripping Springs Independent School
District and Dripping Springs Community Library District with the following conditions:
1. That the land is going to be made available by the City and the School District for a
deal to include the terms of what the transaction is going to look like when it is
finalized knowing that terms will need to be negotiated when the property is made
available;
2. Date the property will be made available by the School District;
3. The City will do the plan of finance with twelve months; and
4. The termination clause should have specifics including if the City, School District,
Library District or County cannot get the necessary funding, if the School District
identifies a legal impediment related to the transfer of the land, and that termination
be only good faith or with penalty.
Vice Chair James seconded the motion which carried unanimously 6 to 0.
B. Update and discussion regarding the TIRZ Town Center Project Implementation
Strategy.
Darin Smith, Economic & Planning Systems, Inc.
Kennan Smith and Darin Smith presented the item. Darin Smith presented via
teleconference and reviewed his public hearings with the School District, Library District

and Hays County. Takeaways from the public hearings have been incorporated in the Draft
Interlocal Agreement previously discussed.
Via unanimous consent, the TIRZ Board heard Business Item D and E out of order.
D. Discussion regarding TIRZ Public Relations Initiatives.
The Board discussed public relations initiatives related to TIRZ Town Center Project.
A motion was made by Board Member Smith for Chair Edwards, TIRZ Project Manager
Keenan Smith and City Attorney Laura Mueller to develop an RFQ for Public Relations
Services related to the TIRZ Town Center Project for which the TIRZ Board will provide a
recommendation regarding the final drafted agreement. Vice Chair James seconded the
motion which carried unanimously 6 to 0.
E. Discuss and consider recommendation of an Amendment to the Interlocal Agreement
between the City of Dripping Springs and Hays County related to funding of TIRZ 1
and TIRZ 2.
Laura Mueller presented the agreement which is on file.
A motion was made by Board Member Atwood to recommend City Council approval of an
Amendment to the Interlocal Agreement between the City of Dripping Springs and Hays
County related to funding of TIRZ 1 and TIRZ 2. Board Member Smith seconded the motion
which carried unanimously 6 to 0.
C. Update and discussion regarding TIRZ Priority Projects.
Kennan Smith presented the item.
1. Downtown Parking Study
The City is currently working on a Parking Ordinance which should be ready in May or
June.
2. Old Fitzhugh Road
The City has issued an RFQ for a grant writer for this project.
3. Triangle
Project on hold due to TxDOT projects and FEMA floodplain finalization.
4. Project Manager Cost Analysis & Summary
Cost Analysis & Summary is on file.
D. Discussion regarding TIRZ Public Relations Initiatives.

E. Discuss and consider recommendation of an Amendment to the Interlocal Agreement
between the City of Dripping Springs and Hays County related to funding of TIRZ 1
and TIRZ 2.

F. Update and discussion regarding the Fiscal Year 2021 TIRZ No. 1 & No. 2 Budget.
Laura Mueller gave a presentation on the updated budget process which is on file.
A motion was made by Board Member Washburn to appoint a Budget Subcommittee
consisting of Chair Edwards, Vice Chair James, Project Manager Keenan Smith,
Administrator Jon Snyder, City Treasurer Gina Gillis, City Administrator Michelle Fischer
and Council Member Taline Manassian; and that the due date for the TIRZ Fiscal Year 2021
Recommended Budget be extended to May 15, 2020. Vice Chair James seconded the motion
which carried unanimously 5 to 0.
V. EXECUTIVE SESSION
The TIRZ No. 1 & No. 2 Board for the City of Dripping Springs has the right to adjourn into executive
session at any time during the course of this meeting to discuss any matter as authorized by Texas
Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real
Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076
(Deliberations about Security Devices), and 551.086 (Economic Development). The TIRZ No. 1 & No.
2 Board for the City of Dripping Springs may act on any item listed in Executive Session in Open
Session or move any item from Executive Session to Open Session for action.
The Board did not meet in Executive Session.
