Regular Meeting Minutes
September 11, 2019 at 4:00 p.m.
A Regular Meeting of the Utility Commission was held Wednesday, September 11, 2019 beginning at 4:00
p.m. in the City Hall Conference Room No. 1 located at 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER
Commission Members present were:
Jim Langford, Chair
Meghan Lind
Chuck Miller
Roger Kew
Troy Jamail
City Staff, Appointed Officials and Consultants present were:
Deputy City Administrator Ginger Faught
Code Enforcement Officer/Construction Inspector Aaron Reed
Building Official/Utility Coordinator Sarah Cole
With a quorum of the Commission present, Chair Langford called the meeting to order at 4:05 p.m.
Prior to starting the meeting, the Commission took a moment of silence in Remembrance of September
11, 2001.
II. PRESENTATION OF CITIZENS
Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak
shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen
wishing to speak.
No one spoke during Presentation of Citizens.
III. MINUTES
A. Discuss and consider approval of the August 14, 2019 Utility Commission Regular
Meeting Minutes.
A motion was made by Commissioner Jamail to approve the August 14, 2019 Utility
Commission Regular Meeting Minutes. Commissioner Miller seconded the motion which
carried unanimously 5 to 0.
IV. BUSINESS
A. Discuss and consider the appointment of a Vice Chair to the Utility Commission.

A motion was made by Chair Langford to appoint Commissioner Miller as the Utility
Commission Vice Chair. Commissioner Jamail seconded the motion which carried
unanimously 5 to 0.
B. Discuss and consider the meeting schedule for the Utility Commission.
A motion was made by Chair Langford to table the item to allow staff more time to interpret
the SOAH Settlement Agreement. Vice Chair Miller seconded the motion which carried
unanimously 5 to 0.
C. Update and discussion regarding the status of the South Regional Water Reclamation
Expansion Project.
Aaron Reed presented the staff report which is on file.
No action was taken on this item.
D. Update and discussion regarding Retail Water Customers and Operations.
Aaron Reed presented the staff report and provided information regarding Driftwood
customers and plans/maps related to the East and West Interceptor.
No action was taken on this item.
V. EXECUTIVE SESSION
The Utility Commission for the City of Dripping Springs has the right to meet in executive session at
any time during the course of this meeting to discuss any matter as authorized by Texas Government
Code Sections 551.071 (Consultation with City Attorney), 551.072 (Deliberations about Real
Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076
(Deliberations about Security Devices), and 551.086 (Economic Development). The Utility
Commission for the City of Dripping Springs may act on any item listed in Executive Session in Open
Session or move any item from Executive Session to Open Session for action.
The Commission did not meet in Executive Session.

VII. ADJOURN
A motion was made by Chair Langford to adjourn the meeting. Vice Chair Miller seconded the motion
which carried unanimously 5 to 0.
