411 West First Street City of Duluth Duluth, Minnesota 55802 Unofficial Actions City Council MISSION STATEMENT: The mission of the Duluth City Council is to develop effective public policy rooted in citizen involvement that results in excellent municipal services and creates a thriving community prepared for the challenges of the future. TOOLS OF CIVILITY: The Duluth City Council promotes the use and adherence of the tools of civility in conducting the business of the council. The tools of civility provide increased opportunities for civil discourse leading to positive resolutions for the issues that face our city. We know that when we have civility, we get civic engagement, and because we can’t make each other civil and we can only work on ourselves, we state that today I will: pay attention, listen, be inclusive, not gossip, show respect, seek common ground, repair damaged relationships, use constructive language, and take responsibility. Grant Studer, Joel Sipress, Allan Kehr, Aaron Rose, Molly MacGregor, Nick Demairoribus, Matt Benson, Lily Boehland-Goeden, Chloe Holloway, Gloria Allen, Riley Bardnhardt, Ginka Tarnowski, Matt Baumgartner, Mikaela Williams and Brandon Parker. The following entitled ordinances are to be read for the second time: 1. 25-016-O ORDINANCE AMENDING CHAPTER 29A OF THE DULUTH CITY CODE TO ADD TRAINING REQUIREMENTS FOR LANDLORDS, ADDITIONAL NOTIFICATION REQUIREMENTS FOR TENANTS, AND REQUIRING REPAIRS TO BE MADE IN A TIMELY FASHION. The motion was seconded by Councilor Randorf. The Ordinance passed 6-2 Yea: 6- Councilor Forsman, Councilor Kennedy, Councilor Randorf, Councilor Swenson, Vice President Nephew and President Tomanek Nay: 2- Councilor Awal and Councilor Durrwachter BY PRESIDENT TOMANEK (COMMITTEE OF THE WHOLE) 2. 25-015-O PETITION ORDINANCE PREPARED & SUBMITTED BY DULUTH TENANTS UNION AND HOUSING JUSTICE CENTER "TENANT RIGHT TO REPAIR IN RESIDENTIAL RENTAL PROPERTY" Indexes: Attachments: 25-015-O City Clerk's Signature Certification Cover Memo - 25-015-O A motion was made to vote on this Ordinance by Councilor Awal. The motion was seconded by Councilor Durrwachter. The Ordinance failed 2-6 Per Chapter 51 of the Duluth City Charter, this Ordinance will move onto the Municipal. General ballot for a vote.
