Friday, August 7, 2020 7:30 AM Council Chambers, 3rd Floor, City Hall NOTICE: The Duluth Parking Commission will be holding its July 2020 meeting by other electronic means pursuant to Minnesota Statutes Section 13D.021 in response to the COVID-19 emergency. Some members of the Commission will be participating through video conference. Due to the COVID-19 emergency and the closure of City facilities, public comment will not be taken in person. However, members of the public can monitor the meeting and provide public comment on agenda items through WebEx Events. Visit https://duluthmn.gov/live-meeting to access the meeting. The public is also encouraged to submit written comment to Parking Services Manager Mark Bauer at mbauer@duluthmn.gov prior to the meeting. Please include “Duluth Parking Commission July 2020 Agenda” in the subject line, and include your name and address and the agenda item you are speaking to. ROLL CALL Members Present • Dennis Jensen • Linda Krug • Noland Makowsky • Jessica Sterle, President • Terese Tomanek • Em Westerlund • Mark Bauer, Ex Officio Members Absent • Karin Swor Guests Present • Jeff Aaenenson, Duluth Operations Manager – Interstate Parking Company APPROVAL OF MINUTES Approval of July 2020 meeting minutes Commissioner Linda Krug motioned that the July 2020 parking commission meeting minutes be approved as presented. Commissioner Dennis Jensen seconded the motion, which was approved 6-0. ON-STREET ADA PARKING ZONE REQUEST This Parking Commission item was withdrawn. OFF-STREET PARKING UPDATE City of Duluth Page 1 Parking Commission. Minutes August 7, 2020 Off-street parking update Interstate Parking Company Duluth Operations Manager Jeff Aanenson provided an update on off-street parking operations. He stated that revenues were still lower than budgeted due to the COVID pandemic. Commission President Jessica Sterle inquired whether the Park Duluth mobile payment application had experienced increases or decreases in usage recently. Mr. Aanenson replied that some increases had been noted. City of Duluth Parking Services Manager Mark Bauer provided an update on the development of the two new parking facilities planned for the city’s medical district, stating that the Essentia-area facility was in the late stages of design and the St. Luke’s-area facility was in the initial planning phase. Commissioner Jensen inquired into the status of the closed U.S. Bank parking facility, a private ramp. Mr. Aanenson stated that the ramp was still closed to the public but that no plans had yet been made. Commissioner Krug inquired into the planned bicycle maintenance facility at the new Essentia parking facility, and Mr. Bauer provided further detail. Commissior Sterle inquired into the status of the privately-owned “Shoppers’ Ramp.” Mr. Bauer stated that there had been some discussion among private parties regarding the facility but that no firm plans to redevelop had yet been made. ON-STREET PARKING UPDATE On-street parking update Mr. Bauer provided an update on on-street parking operations. He stated that an order for new parking payment stations for the “phase three” section of the Superior Street redevelopment project had been placed and that production was underway. Mr. Bauer stated that the proposed 2021 parking fund budget would be presented to the commission in the following meeting. He also noted that the parking staff had all been recalled from layoffs and that the parking division was back at full force. PUBLIC COMMENTS Public comments There were no additional public comments. PROPOSAL TO RESCHEDULE THE SEPTEMBER 2020 PARKING COMMISSION MEETING Scheudule change to September 2020 Parking Commission meeting Commissioner Krug motioned that the planned September 4 Parking Commission meeting be moved to September 11, due to the Labor Day holiday weekend. Commissioner Makowsky seconded the motion, which was approved 6-0. ADJOURNMENT City of Duluth Page 2
