NOTICE: The Duluth Parking Commission will be holding its July 2020 meeting by other electronic
means pursuant to Minnesota Statutes Section 13D.021 in response to the COVID-19 emergency.
Some members of the Commission will be participating through video conference. Due to the
COVID-19 emergency and the closure of City facilities, public comment will not be taken in person.
However, members of the public can monitor the meeting and provide public comment on agenda
items through WebEx Events. Visit https://duluthmn.gov/live-meeting to access the meeting. The public
is also encouraged to submit written comment to Parking Services Manager Mark Bauer at
mbauer@duluthmn.gov prior to the meeting. Please include “Duluth Parking Commission July 2020
Agenda” in the subject line, and include your name and address and the agenda item you are speaking
to. Please note that all public comment is considered Public Data.

APPROVAL OF MINUTES
Approval of August 2020 meeting minutes
Commission Vice President Noland Makowsky motioned that the August 2020
parking commission meeting minutes be approved as presented. Commissioner
Terese Tomanek seconded the motion, which was approved 4-0.
ADA ACCESSIBLE SIGNAGE REQUESTS
On-street accessible parking requests
City of Duluth Parking Services Manager Mark Bauer presented three on-street
ADA accessible parking zone requests. He stated that the requests had been
reviewed and the sites visited, and he noted that the parking division

recommended approval of all three. Commissioner Em Westerlund motioned
that the request for 2820 Wicklow Street be approved. Commissioner Tomanek
seconded the motion, which was approved 4-0. Commissioner Westerlund
motioned that the request for 1508 East 3rd Street be approved. Commissioner
Makowsky seconded the motion, was approved 4-0. Commissioner Makowsky
motioned that the request for 3806 Grand Avenue be approved. Commissioner
Tomanek seconded the motion, which was approved 4-0.
2021 PARKING FUND BUDGET PROPOSAL
Annual parking fund proposed budget presentation
Mr. Bauer presented the parking division’s 2021 proposed parking fund budget.
He stated that the proposed budget reflected decreases in revenues caused by
the ongoing COVID epidemic and related decreases in parking demand and that
the parking division had taken a conservative but hopeful approach in projecting
2021 revenues. Commissioner Makowsky motioned that the parking division’s
2021 proposed budget be approved as presented. Commissioner Westerlund
seconded the motion, which was approved 4-0.
OFF-STREET PARKING UPDATE
Off-street parking update
Interstate Parking Company Duluth Operations Manager Jeff Aanenson provided
an update on off-street parking operations. He stated that one of his staff had
contracted COVID but that the employee was quarantined quickly and no other
staff were affected. He stated that his staff were making preparations for the end
of the Canal Park fee enforcement season, which would occur on October 18th.
Mr. Aanenson stated that he had heard no negative feedback on the recent
conversion of 1st Street from one-way to two-way traffic and that signage had
been placed in ramp lobbies alerting the public to the change. Commission
President Jessica Sterle inquired whether the 1st hour free program was still
being offered in the ramps. Mr. Aanenson replied that is was still in effect and
being heavily utilized. Commissioner Makowsky inquired whether Mr. Aanenson
knew of any redevelopment plans for the condemned and closed U.S. Bank
parking facility. Mr. Aanenson stated that he was not aware of any firm plans.
ON-STREET PARKING UPDATE
On-street parking update
Mr. Bauer provided an update on on-street parking operations. He stated that
new parking payment stations for the phase three section of Superior Street were
in stock and being installed and configured for public use. Mr. Aanenson
provided further detail. Commissioner Makowsky inquired whether Mr. Bauer
had heard public feedback on the 1st Street directionality conversion. Mr. Bauer
stated that he had not heard much, noting that this was probably an indication
that the conversion was successful.
