Friday, January 8, 2021 7:30 AM Council Chambers, 3rd Floor, City Hall NOTICE: The Duluth Parking Commission will be holding its July 2020 meeting by other electronic means pursuant to Minnesota Statutes Section 13D.021 in response to the COVID-19 emergency. Some members of the Commission will be participating through video conference. Due to the COVID-19 emergency and the closure of City facilities, public comment will not be taken in person. However, members of the public can monitor the meeting and provide public comment on agenda items through WebEx Events. Visit https://duluthmn.gov/live-meeting to access the meeting. The public is also encouraged to submit written comment to Parking Services Manager Mark Bauer at mbauer@duluthmn.gov prior to the meeting. ROLL CALL Members Present • Dennis Jensen • Linda Krug • Noland Makowsky • Jessica Sterle, President • Terese Tomanek • Em Westerlund • Mark Bauer, Ex Officio Members Absent • Karin Swor Guests Present • Carl Crawford, Human Rights Officer – City of Duluth • Jeff Aanenson, Duluth Operations Manager – Interstate Parking Company APPROVAL OF MINUTES Approval of December 2020 meeting minutes Commissioner Noland Makowsky motioned that the December 2020 parking commission meeting minutes be approved as presented. Commissioner Lind Krug seconded the motion, which was approved 6-0. PROPOSAL TO PROHIBIT PARKING ON VERMILLION STREET Proposal to prohibit parking on Vermillion Street City of Duluth Parking Services Manager Mark Bauer presented a proposal to prohibit parking on Vermillion Street from Vermillion Road to Grove Street. He City of Duluth Page 1 Parking Commission. Minutes January 8, 2021 stated that the request had been generated by a resident on the street who had expressed concern regarding the ability of emergency and service vehicles to pass through the area. Mr. Bauer noted that the street featured a steep grade and an extremely narrow width, and added that there appeared to be adequate parking to serve area residents’ needs on Grove Street. Commissioner Dennis Jensen motioned that the proposal be approved. Commissioner Krug seconded the motion, which was approved 6-0. OFF-STREET PARKING UPDATE Off-street parking update Interstate Parking Company Duluth Operations Manager Jeff Aanenson provided an update on lots, ramps, and on-street collections operations. He stated that operations were proceeding smoothly and that there were no new notable items to report. ON-STREET PARKING UPDATE On-street parking update Mr. Bauer provided an update on on-street parking operations. He stated that the parking staff would soon be assisting with City Hall COVID vaccination distribution. He stated that, in response to the inquiry by the commission into on-street ADA accessible parking zone statistics, there were a total of 605 ADA signs shown in the system. Mr. Bauer stated that this number equates to more than 300 total zones, since each zone ideally features two signs, a “begin” and an “end,” but that many zones in Duluth, typically the older ones, featured only one sign. He also stated that there are likely zones, again older ones, that are not in the system. Commissioner Em Westerlund stated that there appeared to be commission meeting agendas and minutes missing from the City’s Parking Services Division website, as well as the 2021 commission meeting dates. Mr. Bauer stated that he had thought the items were available on the website but that he would check and remedy any omissions. Commissioner Noland Makowsky inquired into the status of the new payment kiosks on Superior Street. Mr. Aanenson stated that all of the new stations had been installed but that some lacked power, and he stated that crews were working toward a solution.
