NOTICE: The Duluth Parking Commission will be holding its March 2021 meeting by other electronic
means pursuant to Minnesota Statutes Section 13D.021 in response to the COVID-19 emergency.
Some members of the Commission will be participating through video conference. Due to the
COVID-19 emergency and the closure of City facilities, public comment will not be taken in person.
However, members of the public can monitor the meeting and provide public comment on agenda
items through WebEx Events. Visit https://duluthmn.gov/live-meeting to access the meeting. The public
is also encouraged to submit written comment to Parking Services Manager Mark Bauer at
mbauer@duluthmn.gov prior to the meeting. Please include “Duluth Parking Commission March 2021
Agenda” in the subject line, and include your name and address and the agenda item you are speaking
to. Please note that all public comment is considered Public Data.

APPROVAL OF MINUTES
Approval of February 2021 meeting minutes
Commissioner Dennis Jensen motioned that the February 2021 parking
commission meeting minutes be approved as presented. Commission Vice
President Noland Makowsky seconded the motion, which was approved 4-0.
ON-STREET ADA ACCESSIBLE PARKING ZONE REQUESTS
On-street accessible parking requests
City of Duluth Parking Services Manager Mark Bauer presented three on-street
ADA accessible parking zone requests. He stated that the requests had been
reviewed and the sites visited, and he noted that the parking division

recommended approval of all three. Commissioner Makowsky motioned that the
request for 228 North 61st Avenue West be approved. Commissioner Linda Krug
seconded the motion, which was approved 4-0. Commissioner Krug motioned
that the request for 2802 Wicklow Street be approved. Commissioner Jensen
seconded the motion, was approved 4-0. Commissioner Krug motioned that the
request for 726 East 4th Street be approved. Commissioner Makowsky seconded
the motion, which was approved 4-0.
EAST 2ND STREET ON-STREET PARKING CONFIGURATION
PROPOSAL
East 2nd Street on-street parking configuration proposal
Mr. Bauer stated that since this item had previously been reviewed and approved
by the parking commission and that the final parking configuration the parking
division had recently received from the City’s engineering division substantially
conformed to that configuration, so no further approval was needed.
ANNUAL ELECTION OF COMMISSION OFFICERS
Annual election of parking commission officers
Commissioner Krug motioned that commission President Jessica Sterle be
elected to a second term. Commissioner Makowsky seconded the motion, which
was approved 4-0. Commissioner Sterle motioned that Commissioner Makowsky
be elected to a second term as Vice President. Commissioner Krug seconded the
motion, which was approved 4-0. Mr. Bauer stated that this would be the final
meeting for Commissioners Jensen and Karin Swor, and he and the commission
thanked them for their service.
OFF-STREET PARKING UPDATE
Off-street parking update
Mr. Bauer provided a brief update on the progress of the new Medical
District-area parking facility design, which was nearing completion.
Commissioner Jensen inquired into the status of any potential redevelopment of
the closed US Bank parking facility. Mr. Bauer and Interstate Parking Company
Duluth Area Manager Jeff Aanenson both stated that they were not aware of any
impending plans.
ON-STREET PARKING UPDATE
On-street parking update
Mr. Bauer provided an update on on-street parking operations. He stated that
on-street parking enforcement during the ongoing winter season was proceeding
smoothly but that this was aided by a relatively mild winter so far. Mr. Aanenson
stated that follow-up work was being performed on several on-street parking
payment kiosks to make them operational. Commissioner Sterle inquired
whether there would be any mass removal of parking meters in relation to the
upcoming redevelopment of the Voyageur Lakewalk Inn site on Superior Street.
Mr. Bauer stated that there were no plans for such a removal at present but that
the parking division and Interstate would coordinate as needed as the project
progressed. Commissioner Krug provided further information on the project and

the projected timelines. She stated that she was hopeful that adequate signage
denoting parking regulations would be included in the project.
